The Program Manager (PM) provides HQ oversight support and management to Counterpart’s Afghanistan civil society program. The PM will serve as an integral member of the HQ program leadership team and will have line management responsibility for junior program staff. In consultation with the Director, the PM will provide strategic and operational guidance to field leadership as well as broad managerial support for program implementation. S/he will also provide leadership and support to the development of new business in Afghanistan and other countries as appropriate.
DUTIES AND RESPONSIBILITIES:
• Supports development of strategic ramp-up and implementation plans.
• Establishes programmatic targets, and identifies and supports best approaches for program implementation.
• With the Director, provides strategic and operational guidance to field leadership in areas such as NGO capacity building and other technical support as needed.
• Monitors and evaluates program performance through regular tracking and analysis of financial and M&E data and periodic travel to project sites.
• Monitors program finances and monthly pipelines, and provides guidance to field teams concerning program expenditures, working closely with HQ accountants and field finance managers.
• Reviews and evaluates program work plans, monitoring and evaluation plans and monitors their timely implementation; reviews and evaluates quarterly, financial, and final program reports.
• Identifies best practices and lessons learned, and based on that learning, develops suggested amendments/revisions to Counterpart civil society methodologies as appropriate.
• Provides leadership to the headquarters team and line management to junior staff.
• Engages in personnel decision-making: screens and interviews candidates for key field personnel, HQ positions, and potential new staff for proposals.
• Develops scopes of work and supports selection of technical consultants in consultation with designated program managers in Afghanistan.
• Supports coordination of program implementation activities with internal and external partners and stakeholders.
• Identifies and recommends relationships with strategic corporate, non-profit or governmental partners and, with the Director, supports negotiations to achieve program goals.
• Assists in the identification of new corporate, non-profit or governmental partners.
• Participates in the proposal review and development of budget process.
• Represents Counterpart at conferences, professional forums, workshops, events related to Afghanistan, and/or technical practices relevant for current program portfolio. RequirementsAdvanced degree in international development preferred or related field, and a minimum of 10 years of relevant experience including at least three years of experience managing or backstopping USAID-funded programs in conflict zones, or equivalent combination of education and experience.
Experience in project start-ups, close-downs, budget realignment and monitoring
Sound and demonstrated project management experience, including budget and financial management.
Strong verbal and written communication skills
Strong interpersonal skills
Knowledge of USAID/ USDA finance, procurement and compliance regulations
Experience with M&E and program planning, implementation and reporting
Strong internet and computer software skills, including MS Office Suite program, and web-based research tools
Ability to work in multi-cultural and lingual settings
Strong and demonstrated inter-personal and negotiation skills sound judgment and tact and ability to manage diverse teams
Robust multi-tasking skills and attention to detail under time-pressure and on short-deadlines required
Fluency in English required
Ability to travel internationally (up to 30%), often under conditions of hardship required
