Purpose of the Position


The Strategic Planning and Communication Support section in the Division of Communication (DOC) is seeking for a consultant to provide support in the area of strategic planning, monitoring and impact evaluation. This is an 11.5 months assignment. Under the overall direction of the Planning Specialist, the consultant will be responsible of leading the implementation of a monitoring and evaluation (M&E) programme designed for the rollout of the Global Communication and Public Advocacy Strategy (GCPAS). Consultant will also provide support in project management related areas.


Main Responsibilities


  • Lead the implementation of the M&E framework designed for the Global Communication and Public Advocacy Strategy.

  • Prepare support materials for the M&E framework (FAQ document, handbook, contributing to case studies, scorecards).

  • Work closely with country offices during the implementation process through the on-boarding phase and continuous follow-up later in the process.

  • Gather baseline and KPI measures quarterly/ bi-annually or annually from country offices and update scorecards with KPIs accordingly throughout the year.

  • Coordinate the preparation of country specific reports with Gorkana and country offices.

  • Coordinate the relationship with external vendors and providers (i.e. Gorkana, TV Eyes, Factiva, etc.)

  • Oversee the development and quality control of (global) quarterly reports prepared by Gorkana and organize meetings to discuss insights with DOC colleagues.

  • Support with the development and dissemination of reports for specific campaigns, emergencies and press clipping.

  • Support the organization of the bi-annual meetings of the Ad-hoc Committee on Measurement and Media Analysis

  • Support with the development of country offices case studies in the context of the GCPAS.

  • Facilitate the collaboration of various sections on strategic communication initiatives and offer project management support as required

  • Support the Planning Specialist in the implementation of systems, mechanisms and processes for successful planning and implementation of DOC’s communication and advocacy plans, based on organizational priorities.

Minimum Qualifications


  • University degree in communication, marketing, public affairs, social sciences, international relations or other related discipline

  • Five years’ work experience in a professional capacity in monitoring and evaluation, programme management, project management, knowledge management or results based management communication, preferably within the UN or similar organization, government or NGO

  • Knowledge of monitoring and evaluation approaches in humanitarian settings

  • Good understanding of project and results based management

  • Demonstrated ability to collect information, undertake research and present findings

  • Communicates effectively in writing and verbally to varied audiences, including during formal public speaking

  • Able to work effectively in a multi-cultural environment

  • Sets high level of quality and productivity for self

  • Demonstrates an awareness of changes in organizational strategy that impact on own work area

  • Makes people feel at ease and builds good working relationships with them

  • Demonstrates good skills and relevant knowledge in own area
