United States of America: HIV/AIDS & TB Technical Advisor for Anglophone Africa


Save the Children is at the forefront of the global response in the fight against the HIV/AIDS pandemic, especially among children and adolescents, in nearly 100 countries worldwide. Save the Children is a key partner in the US President’s Emergency Plan for AIDS Relief (PEPFAR), GFATM and several other donors fight in combating the disease around the world. Save the Children’s HIV/AIDS programming prioritizes prevention of mother-to-child HIV transmission (PMTCT), pediatric care and treatment, adolescent comprehensive HIV prevention, care and treatment. Our programs also focus on the prevention and treatment of childhood TB.


The HIV/AIDS & TB Technical Advisor for Anglophone Africa will serve as a member of the Department of Global Health’s HIV/AIDS and TB unit. The HIV/AIDS & TB Advisor will provide technical guidance to advance the ongoing development and implementation of HIV & AIDS and TB programs (including HIV and TB co-infection programs under the GFATM) in the region.


The Advisor’s work will include technical assistance to country offices, regional field offices, country governments and partner nongovernmental organizations (NGOs) in the design and implementation of programs around pediatric treatment and care, PMTCT and TB. In the process, the Advisor will support and advance program quality, provide expert advice/support and transfer skills through technical assistance and development of local capacity. In addition, the Advisor will participate in the development, support and review of operational research and program evaluations, and will contribute to Save the Children’s International Programs functions related to learning and evidence generation, strengthening program quality, and resource mobilization.


The Advisor will work closely with other thematic areas within the Dept. of Global Health (DGH) and other business teams, including Child Protection and Education, Hunger and Livelihoods, and Humanitarian and Emergency Response to ensure integration with other program sectors.


Essential Duties, Responsibilities and Impact


Technical Leadership and Support for Quality HIV/AIDS & TB Programming (40%)


  • Serve as Technical Lead for designated HIV/AIDS Care and Treatment, PMTCT, TB/HIV, HTC and Childhood TB awards and Programs. The Advisor is responsible for all aspects of project management for her/his assigned activities, including technical guidance, reviewing reports, and workplan approval, with the overall goal of high program quality;

  • Support monitoring and evaluation planning to answer key program questions including assisting in the development and tracking of indicators for PMTCT, pediatric AIDS and TB program evaluations;

  • Ensure focused and consistent monitoring of implemented and scaled programs by reviewing technical documents and reports, completing site visits, engaging in one-on-one reporting and meeting consistently with key counterparts in the field;

  • Provide technical assistance in the areas of pharmaceutical and diagnostics forecasting, formulation, and packaging issues;

  • Participate in and provide technical assistance to Care and Treatment, PMTCT, TB/HIV and HIV related Technical Working Groups (TWG), task teams, workshops and campaigns;

  • Keep abreast of current technical and management issues affecting the design, implementation and evaluation of the biomedical prevention portfolio;

  • Support efforts to ensure that state-of-the-art gender and stigma reduction programming are effectively incorporated across interventions and are linked with testing, care, treatment and support activities;

  • Coordinate and collaborate with the various SC HIV Testing and Counseling, Pediatric Care Treatment and Support, PMTCT and TB/HIV programs and partners in order to implement and scale-up comprehensive HIV Care and Treatment programs. This will involve coordination across clinical and community-based mobilization, service delivery, demand creation, and commodity procurement aspects of implementation.

Support to Global Fund portfolio (20%)


  • Provides strategic leadership and advice to Global Fund for AIDS Tuberculosis processes related to HIV and TB;

  • In collaboration with project team in select countries, support start-up of GFATM programs and work planning, and provide technical input throughout project to ensure programs are current and of high quality.

Program Learning and Knowledge Management (20%)


  • Identify and document technically sound, cost-effective, and practical approaches to HIV Care Treatment and Prevention with a focus on Facility Based HIV Testing and Counseling, Pediatric Care Treatment and Support, PMTCT, TB/HIV and other related interventions programming consistent with SC priorities. This includes assisting in the preparation of design and other pre-obligation documentation and assisting in the preparation of the annual work Plans;

  • Collect, manage, and analyze data and information related to GFATM, PEPFAR, and CDC activities focused on program monitoring and improvement of performance in HIV Testing and Counseling, Pediatric Care Treatment and Support, PMTCT, TB/HIV, improving access to Antiretroviral Treatment (ART), and other related interventions;

  • Monitor the progress of Care and Treatment, PMTCT, TB/HIV activities closely so lessons learned and best practices can be documented, shared and looped back into the program immediately, and project successes are promoted and disseminated broadly within agency programs and more widely among partners and program community;

  • Contribute to agency reporting and monitoring requirements to measure results, documentation and program research;

  • Along with HIV/AIDS & TB team, support the development of evidence-based program standards and guidance that reflect Save the Children best practices and state of the art approaches and promote widespread application. Support the setting of technical standards/priorities for evaluation and for research;

  • Ensure that all program documentation meets both donor and SC requirements and audit inspection standards; and, is prepared with input from other team members and is submitted in a timely fashion for review and clearance;

  • Ensure that the budget system is used effectively as an evaluation decision making tool in measuring program performance and effectiveness.

Vision, Strategy Development & Operational Planning (5%)


  • Contribute to HIV strategy development and operational planning and for cross-cutting HIV priorities;

  • Support regional and country offices work in developing sector strategies and setting priorities;

  • Conduct ongoing regional collaboration with country-level, regional and other Save the Children member analyses related to HIV & AIDS and TB care, treatment and support programs, where applicable;

  • Participate as a key focal point in interagency meetings to track new developments and lead evolving regional strategy for HIV & AIDS and TB response;

Support Resource Mobilization (10%)


  • In collaboration with the HIV and other technical teams, Resource Development, New Business Development (NBD) and Regional and Country Offices, develop long-term fundraising strategies, including identifying and developing funding sources; making presentations to potential sponsors; and leading the development of proposals;

  • Establish and maintain new/existing relationships with key partners, donors (US government most especially – USAID, CDC, etc.) both at the regional and country level, with IP colleagues, and SC Members to advance HIV &AIDS and TB care, treatment and support programs for children;

  • Identify and support development of opportunities for public sector RFAs/RFPs from multi-lateral donors including USG and Global Fund.

Cross-cutting Program Initiatives and Services (5%)


  • Lead and support in the planning and implementation of area program learning meetings and other cross-program learning;

  • Support work in HIV in humanitarian setting/emergencies;

  • Attend HIV/AIDS subcommittee meetings of the Save the Children Health and Nutrition Global Initiative and support efforts to continue collaboration;

  • Coordinate with colleagues across Save the Children departments and members to ensure collaboration and technical inputs for high quality multi-sectoral programs;

  • Lead efforts to secure resources, form alliances and create strategic partnerships to support program learning and innovation.

Required Background and Experience, Skills and Behaviors


Background and Experience


  • Master’s degree or higher in public health or related field with focus on HIV/AIDS and TB;

  • Advanced degree in public health (infectious diseases or related field);

  • Medical degree with specialty in pediatrics, infectious disease or Obstetrics and Gynecology is a plus;

  • 5-10 years’ experience in public health working with PMTCT, pediatric treatment and care, TB programs, with at least five years in resource poor settings;

  • Advanced skills in developing and implementing and supporting multi-sectoral TB and HIV & AIDS care and treatment programs in developing countries;

  • Relevant experience with situation analysis, design, proposal development, monitoring, and evaluation of TB control and elimination, and HIV/AIDS programs;

  • Demonstrated knowledge of prevention of mother to child transmission, pediatric HIV/AIDS, TB technical programming;

  • Experience in working with high risk populations, including adolescents, girls and key population (MSM, FSW and PWID);

  • Demonstrated ability in maintaining close counterpart relationships, both governmental and in the partner community is highly preferred;

  • Significant experience and track record dealing with public and private donors;

  • Track record of writing winning proposals to donors.

Knowledge and Skills


  • Demonstrated mastery of current and upcoming issues in HIV prevention, care and treatment, and TB control and elimination;

  • Up-to-date knowledge of proven and promising approaches for facility and community-based programming;

  • Ability to work independently and with minimal guidance, while staying connected to the global team at headquarters and other SC Members

  • Excellent analytical, written and oral communication skills in English.

  • Fluency in a foreign language highly desirable;

  • Residence in Africa, a plus

  • High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs;

  • Computer literacy in Word, Excel and PowerPoint;

  • Excellent networking skills;

  • Excellent team player;

  • Highly developed representational and training skills;

  • Knowledge and experience designing and evaluation skills of GFATM and USG-funded projects required;

  • Willingness and ability to travel at approximately 50% of the time.
