ACDI/VOCA has approximately 50 projects in 30 countries and total revenues of approximately $174 million.


We are seeking a D.C.-based Senior Director, Awards & Compliance who will provide overall management and oversight to Awards and Compliance (A&C) department which is responsible for prime awards, sub grant and contract administration, ensuring compliance with organizational and donor rules and regulations and providing support and training to field offices in procurement and sub award management.


Essential Responsibilities:

• Supervise and mentor Awards and Compliance staff.

• Assign and periodically review program portfolios in order to ensure donor requirements and program needs are being addressed promptly and effectively

• Strengthen and streamline procurement and grant administration systems, processes and templates for maximum efficiency.

• Review log of all incoming requests and monitor actions taken and date task completed to ensure responsiveness of the department.

• Oversee all communications with donors on contractual/regulatory issues including award negotiations, modifications, and requests for contractual approvals. Provide final clearance for all non-routine issues/actions.

• Provide contractual advice and direction to HQ and field staff on awards and sub awards.

• Program/field office closeouts – ensure donor contractual and organizational policy requirements are adhered in a timely manner.

• Review HQ issued sub awards including award documents, neg memos, budgets and scope to ensure compliance with HQ and donor requirements, and make responsibility determinations, review costs for reasonableness, allowability and applicability.

• Approve sub awards for signature by the relevant delegated HQ/Field staff member(s).

• Provide on-site and remote training and support to field offices in procurement and sub award planning, systems development and implementation, monitoring and compliance.

• Ensure that staff conduct periodic field site visits to monitor compliance with ACDI/VOCA policies and funding agency regulations.

• Provide final approval on annual field office procurement plans and ensure that competition and tasks are appropriately detailed.


A master’s degree in business, English, economics, agriculture, international relations, or other related field; with a minimum of ten years’ experience with US government contracting and grants administration. Experience with other multilateral, bilateral, and private sector donors preferred. Candidates must have the ability to motivate and manage a team of diverse staff, as well as prioritize and delegate tasks effectively. Fluency in English required. French and/or Spanish language skills desired. The ability and willingness to travel internationally is required.
