Background


UNICEF places a high priority on the availability of recent and reliable information with which to monitor the situation of children and women. Statistically sound and internationally comparable data are essential for developing evidence-based policies and programmes, as well as for monitoring countries’ progress toward national goals and global commitments, including the Millennium Development Goals (MDGs).


UNICEF assists countries in collecting and analyzing data in order to fill data gaps for monitoring the situation of children and women through its international household survey initiative the Multiple Indicator Cluster Surveys (MICS). MICS enables countries to produce statistically sound and internationally comparable estimates of a range set of indicators in the areas of health, education, child protection, water and sanitation and HIV and AIDS.


MICS is one of the largest data collection efforts on the MDGs globally and so far nearly 230 surveys have been conducted in more than 100 countries. MICS4 and MICS5 surveys are expected to contribute to equity monitoring work especially for the SRAs in countries where early results are feasible and expected, and where progress towards the required results will be systematically tracked.


MICS surveys are usually carried out by government organizations, with the support and technical assistance of UNICEF. In order to make sure that country offices are in a position to support the implementing partner, UNICEF is strengthening its MICS support mechanism so that countries can receive the required level of technical assistance at critical survey stages.


In order to ensure that the final MICS tables and results are produced and calculated in accordance with global standards and that they are internationally comparable, UNICEF is encouraging implementing countries to use standard CSPro data entry and editing application, as well as SPSS tabulation syntax files developed for data processing and analysis purpose. Countries are introduced to the CSPro and SPSS software as well as customization recommendations during the MICS “Data processing” regional workshops. Customized set of standard programs is later used for producing the MICS survey results.


Purpose


After customization of the data entry and tabulation programs, in order to ensure that correct customization of standard tools is done, UNICEF requires the support of an additional data processing specialist. The consultant is expected to review data entry and editing application, as well as SPSS programs used for creating analysis files and tabulation findings.


In addition, the consultant is expected to support further analysis of both MICS and Demographic and Health Surveys (DHS) in analyzing various topics important for the health of children and women including Maternal and New-born Health, Water and Sanitation, Child Protection and HIV/AIDS.


The assignment under this contract will be to:


· technically review data entry, editing and analysis programs for approximately 5 MICS5 surveys


· work on the further analysis of MICS and DHS datasets on various topics important for the health of children


Expected results: (measurable results)


Review data entry and analysis programs with a report outlining key recommendations and proposed changes and how they meet MICS technical standards and recommendations as the deliverable at completion.


Result tables for further analysis for selected MICS and DHS surveys on various topics important for the health of children


Duty Station


Remote – based. The Consultant will work from home using own equipment and stationary.

Key skills, technical background, and experience required


Education


· At least 4 years of Mid-level experience in data processing for household surveys;


· Extensive knowledge of CSPro;


· Good knowledge of SPSS;


· Must be familiar with the data processing approach of MICS and/or DHS;


· Fluency in English;


· Excellent communication and interpersonal skills.


· Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners.


NOTE: Confidentiality of Data and MICS Documents


The Consultant must respect the confidentiality of the MICS data as well as any country specific MICS documents that will be produced throughout the MICS process. The Consultant can use the documents and the datasets only for the tasks related to these terms of reference.
