Job Summary: The Supply Chain Management Advisor (SCM Advisor) is a member of the Global Supply Chain Management team, within the Operational Excellence unit of CRS Overseas Operations. The SCM Advisor will be responsible for a range of global supply chain activities, reporting to the Director of GSCM. Responsibilities include operations support for strategic planning and program management; change management, communications, and knowledge management; as well as capacity-building of GSCM via support to GSCM team members in both supply chain strategic initiatives and supply chain management operations across global programs, including operations assistance on-site to Country Programs.
Job Responsibilities:
- Operational Support:
a. Strategic Planning
i. Assist the Director in strategic planning, collecting and synthesizing data, from GSCM team and key stakeholders, analysis, presentations and progress reporting.
b. Program Management
i. Under general guidance from the GSCM Director, develop and manage the key activities, progress, and deliverables of the unit, using project milestone plans, documenting meeting discussions and agreements, and action item tracking.
ii. Collect, analyze, and contribute to the development of technical guidance and reporting, and management of tools and processes that facilitate improved operations in GSCM.
iii. Support the GSCM team in managing the process of Scopes of Work (SOWs) for technical assistance to the field, SOWs tracking, including logistics, and deliverables; review technical deliverables and provide feedback prior to approval by the Director.
c. Change Management, Communications, and Knowledge Management
i. Assist the GSCM Director in collecting, analyzing, and sharing information regarding GSCM with relevant stakeholders.
ii. Maintain and manage electronic GSCM files, reports, deliverables, manuals, procedures and other key documents; serve as the GSCM Sharepoint content manager.
d. Capacity Building
i. Backstop GSCM HQ team members in their respective responsibilities as assigned.
ii. May support GSCM initiatives in country programs / regions through on-site technical assistance to a GSCM senior advisor, as requested by supervisor.
iii. Carry out other tasks as assigned by supervisor

INTERNAL: HQ Operations Excellence, particularly Global Supply Chain Management; Global Procurement; Finance; Audit; relevant units in Institutional Donor Engagement and Advancement, Humanitarian Response, and IT. Field Commodity and Supply Chain Managers; Heads of Operations; Deputy Regional Directors/Management Quality
EXTERNAL: Representatives of NGOs working on commodity management issues.
Required Qualifications and Experience:
- Master’s degree or equivalent work experience in related field preferred; Bachelor’s required.
- Minimum 5 years of project management, health or humanitarian logistics experience in increasing roles of responsibility required, international development experience preferred.
- Experience within supply chain required, knowledge of best practices, experience in developing countries preferred.
- Experience with health/humanitarian commodities and relevant donors (USAID, GF) preferred.
- Strong organizational and analytical skills required with the ability to manage multiple tasks within tight deadlines and to prioritize effectively, while delivering high quality work.
- Work planning and budgeting experience required.
- Ability to travel overseas for assessments and technical assistance to field programs.
- Ability to take initiative, as well as to work well both independently and with a team.
- Excellent interpersonal, oral and written communication, presentation, and analytical skills.
- Fluency in English required; working ability in French, Spanish or Portuguese a plus.
- Working fluency with Microsoft Office software (Word, Excel, PowerPoint, Project, Outlook, Sharepoint, and Internet Explorer) required.
