Background
Early Childhood Development (ECD) is an emerging global priority that is now part of the SDG agenda (Target 4.2). Given the emergence of ECD on the global landscape, an increasing number of partners in the private sector, civil society and bi-lateral agencies are becoming engaged in this area.
Partnerships are also a key strategy of UNICEF’s Strategic Plan (2014-2017). As written in the SP, “Being able to partner effectively and efficiently to enhance results for children, based on the UNICEF comparative advantage and shared commitments to common principles and results, has never been more important.”
Strong partnerships are essential for the success of several ECD section annual work plan outputs. Broadly speaking, these outputs can be divided into two types of partnerships: technical and Member State/ bi-lateral.
The annual work plan outputs involving technical partnerships include: i) Providing technical leadership for the development of global early learning and quality indicators in partnership with the Early Learning Metrics Task Force; ii) Producing a Lancet series on ECD based on MICS4 data in collaboration with WHO; and (iii) Operationalizing the Early Childhood Peace Consortium.
Member State and bi-lateral partnerships are supporting work plan outputs related to developing, using and publishing papers on investment cases to advocate for ECD.
In order to maintain the momentum for ECD, implement UNICEF’s key strategy of partnerships, and fulfill the ECD annual work plan outputs, UNICEF New York is looking to hire a Consultant to assist the ECD Section.
Purpose
The main purpose of the consultancy is to support emerging ECD partnerships that are linked to ECD annual work plan outputs.
Activities and Deliverables

Duty Station
The consultant will be working full time at NYHQ with full technical/logistical support from UNICEF.
Timeframe
Start date: 24 August 2015 End date:28 December 2015
Key skills, technical background and experience required:
· Minimum Master’s degree in social sciences or related field;
· Two to Five years of Junior-level experience.
· Excellent research skills;
· Excellent writing and organizational skills;
· Excellent command of the English language;
· Deadline driven with a strong drive for results and ensuring timely delivery of quality products;
· Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships;
· Computer skills, including Internet navigation and various office applications (i.e advance MS Office skills, specifically in MS Word and Power Point).
