Position Summary:**

MSI is seeking to recruit a Chief of Party to lead and manage monitoring and evaluation support to USAID in West Africa, leading and managing the technical, staffing and financial management of a long-term project. The project will building the capacity of USAID and its implementing partners to establish and implement M&E activities and perform high quality performance monitoring and verification. The project will also design and conduct performance evaluation, assessments, special studies and surveys that will help inform the design of individual activities and larger projects. The Chief of Party will serve as the point of contact with USAID in-country and MSI in Arlington, VA. The position requires experience in management, with a proven track record of programmatic accomplishment, professional achievement, management competence and interpersonal skills.


Responsibilities:


  • Serve as the primary liaison with USAID

  • Manage the technical work related to performance monitoring and evaluation under this contract.

  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.

  • Oversee, recruit for, and participate in evaluations, assessments and performance monitoring assignments throughout the life of the contract, including serving as team leader for evaluations, assessments and monitoring assignments on occasion.

  • Ensure the short term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.

  • Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical monitoring, evaluation and analytical tasks conducted under this contract.

Qualifications:


  • At least ten years’ experience working in project management in developing countries, preferably including experience in post-conflict and in West Africa.

  • Successful prior experience designing, working on and preferably leading an evaluation team, preferably including experience in West Africa.

  • Master’s degree required in relevant subject areas, preferably in Economics, Public Policy, International Development or Business Administration.

  • Ability to assemble, quickly and effectively, and to manage a highly?skilled, interdisciplinary team.

  • Demonstrated leadership, strategic thinking/planning, management, and presentation skills.

  • Strong inter-personal, supervision, and written and oral communication skills. Experience interacting with a broad range of governmental and non-governmental actors and institutions across sectors.

  • Able to establish close, trustful relations with USAID professional staff and management for pursuing an effort of re-building the Mission’s performance management culture.

  • Strong preference for past experience working in West Africa.

  • Fluency in English and French required.
