WASH Systems and Sustainability Experts
Project Summary:
MSI is the lead implementer of the E3 Analytics and Evaluation Project, which supports USAID’s Bureau for Economic Growth, Education and Environment (E3). The Project’s focus is the design and Implementation of rigorous evaluations as well as analytic support for USAID project design efforts across E3 technical sectors including education, global climate change, and biodiversity. The USAID/E3 Water Office has requested support from the E3 Analytics and Evaluation Project to provide technical assistance to improve the sustainability of USAID-funded activities that support water, sanitation and hygiene (WASH) systems. This collaboration with the Water Office and relevant USAID country missions may include discrete analytic products, stakeholder and partnership facilitation, as well as support for project design and monitoring and evaluation (M&E) efforts.
Position Summary:
MSI is seeking WASH experts that can be available to provide technical assistance for upcoming short or long term assignments that can be home based and may require some overseas or domestic (Washington DC metropolitan area) travel. We are currently working with USAID to provide a wide range technical support to USAID field offices to improve the sustainability of their WASH systems programming.
Responsibilities:
- Analyses:
- Sector Landscape.
- Sustainability Analysis.
- Systems Mapping.
- Financial Assessments, Cost/benefit or value for money analyses.
- Political Economy Analysis.
- Fecal Flow Diagrams.
- Gender Analysis.
- Facilitation and Partnership Development:
- Stakeholder identification and outreach.
- Convening support through new or existing partnerships.
- Continuous communication support.
- Monitoring and Evaluation:
- Indicator development.
- Monitoring and Evaluation (M&E) Plan development.
- Data quality assessments.
- Evaluation design and implementation.
- WASH and Water Resource Management (WRM) Sustainability Index Tool application.
Required Qualifications:
- A bachelor level degree in the fields of water and sanitation management; natural resource management; research and evaluation methods, public health, civil/ environmental engineering or others relevant to international development assistance.
- At least 6-10 years of experience providing technical assistance to donor-led international development WASH interventions
- Demonstrated ability to deliver results on donor funded programs
- Excellent analytical and report writing skills
- Excellent presentation, facilitation, and interpersonal communication skills
- Demonstrated professionalism, tact, and diplomacy
Preferred Qualifications:
- An master level or above university degree (or equivalent) the fields of water and sanitation management; natural resource management; research and evaluation methods, public health, civil/ environmental engineering or others relevant to international development assistance preferred.
- Experience of supporting WASH sectoral reform in Africa strongly preferred.
- Working knowledge of relevant USAID ADS and policy guidance such as Collaborative Learning and Assessment (CLA), Water Strategy, Evaluation Policy, Program Cycle Guidance, and Local Systems and Sustainable Development Framework would be an advantage.
- Experience in providing technical support to USAID program design and or performance monitoring and evaluation (M&E) efforts would be an advantage.
- Experience supporting WASH interventions in Ethiopia, Tanzania, or Haiti would be an advantage.
