Background:
The electronic cash transfer learning action network (ELAN) convenes humanitarian agencies and private sector partners to support shared learning and direct communication around four major work streams: (1) e-vouchers, (2) e-cash, (3) pathways to financial inclusion and (4) data management and protection. The ELAN is convened by Mercy Corps with support from the MasterCard Center for Inclusive Growth and advisory group members including CaLP, IRC, Oxfam, MasterCard and NRC.
The data management and protection work stream aims to help field teams identify key workflow challenges related to data management and improve data protection practices. Data management and protection challenges affect programs beyond e-transfers but facilitating e-transfers provides an entry point requiring and incentivizing improvements in these areas.
Although extensive data standards exist in other industries, few humanitarian organizations currently have a comprehensive internal set of data management policies, practices and tools to ensure data protection. In addition, there are no common policies or standards for humanitarian data protection practices. Efforts like the CaLP"s Protecting Beneficiary Privacy: Principles and operational standards for the secure use of personal data in cash and e-transfer programmes have tried provided some guidance to field staff but additional practical tips and guidance are required to put into practice the suggested standards. The ELAN has chosen to focus on three practical areas for first tip sheets to support improved field data practices: know your customer (KYC) regulations, encryption and data minimization. In some areas, such as encryption, good practice tips are available from other resources such as the Responsible Data Forum"s Responsible Data Guide. The tip sheets will contextualize existing best practice materials for humanitarian users.
Purpose / Project Description:
This consultancy will support the drafting and technical review of tip sheets related to data management and protection for humanitarian organizations implementing e-transfers.
Consultant Objectives:
1 Ensure any technical guidance provided in draft tip sheets is technically sound as of the time of review or drafting (either through review by the consultant or a specialized affiliate) 2 Provide necessary background information and practical tips to help field staff improve understanding and practice in the areas of: know your customer (KYC) regulations, encryption and data minimization.
Consultant Activities:
The consultant will:
- Together with ELAN staff, agree upon a format to be used in the production of all ELAN tip sheets and review resources to be used in the preparation of tip sheets (0.5 days)
- Review draft of KYC tip sheet and provide recommendations (0.5 days),
- Provide draft versions of data minimization and encryption tip sheets (3 days), and
- Manage feedback from Enhanced Response Capacity (ERC) Result 4 consortium members, ELAN staff and interested members of the ELAN data management and protection working group to revise data minimization and encryption tip sheets. (2 days)

Minimum qualifications
The consultant will have strong technical knowledge of encryption and data minimization-including familiarity with existing resources, tools and approaches-familiarity humanitarian cash transfer programming, and proven experience producing clear, simple guidance documents on technical topics.
