Chemonics seeks a Democracy and Governance (D&G) director to lead USAID-funded local governance, civil society, rule of law, citizen security and crime prevention programs for its Latin America and Caribbean regional business unit. The D&G director assumes a senior management role on the project management team and is responsible for providing direction in the following areas: project management, technical capacity, new business, and management and leadership with a focus on citizen security and crime prevention. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:

• Provide overall technical direction and management of administrative and financial activities to field-based teams and ensure that projects meet or exceed client expectations

• Develop effective and collaborative working relationships with clients, including USAID technical staff, strategic partners, and stakeholders, and continually promote outstanding client services and technical leadership by introducing and sharing innovative interventions

• Possess solid knowledge of development industry and practices, combined with ability to exercise sound judgment and problem-solving

• Ensure compliance with contract requirements, Chemonics processes, USAID policies and regulations, and USAID Mission Orders; Delegate, supervise, and evaluate the performance of assigned staff, particularly the practice manager; communicate clear performance goals and standards and ensure staff receive regular constructive feedback, resolve problems promptly, and have the opportunity to grow and develop in key competence areas

Qualifications:

• Master’s degree in technical area, international development, sociology, political science required, or similar field

• Minimum 10 years of project and staff management experience

• Experience working in the Latin America and Caribbean region required

• Experience with major focus areas of USAID in Latin America, e.g. citizen security and crime and violence prevention, human rights, workforce development, youth at risk, local governance, civil society, institution building, conflict, and/or justice sector issues

• Knowledge of USAID contract management, regulations and processes

• Field experience directing or serving in a senior management or technical role on a USAID project highly preferred

• Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge

• Ability to operate at advanced levels of authority and manage significant activities, budgets and resources to produce and take responsibility for results

• Ability to solve complex problems and operate at advanced levels of leadership responsibility over technical projects, budgets, and resources

• Experience working collaboratively with a broad range of local government officials, international donors, and private sector stakeholders

• Prior successful proposal preparation experience in leadership roles, including writing

• Excellent written and oral communications skills

• Spanish fluency required

• Demonstrated leadership, integrity, and versatility

• Permanent U.S. work authorization required
