SCOPE OF WORK
World Pulse has multilayered monitoring and evaluation needs, including but not limited to evaluating and learning from our training programs, partnership projects and online Calls to Action. We are seeking a qualified consultant to help us refine where and how we gather impact data, and to develop and implement required online community impact surveys as per requirements of several existing grants in 2015. This initial project will inform the creation of a more extensive monitoring and evaluation system to be developed in 2016.
To date, World Pulse has collected end of program data on our program participants (a smaller subset within our larger online community) for the last 5 years. In addition, we have developed a Theory of Change, organizational and departmental level indicators and a basic excel tool for tracking these indicators. We also carried out a community wide impact survey in 2012. Recently, we engaged a Master"s Degree candidate to research our empowerment related indicators and create an initial survey bank of questions, a new community-wide survey template and some initial coding of our qualitative success stories. We are looking for a candidate who will not only review and polish this work, but make recommendations for an organizational-wide M&E system that is holistic, easy to use and well-coordinated across the organization.
The qualified candidate will have at least 5 years of experience working with organizations to create foundational M&E policies and frameworks; experience creating, implementing and analyzing survey results; promoting best practices and learning; experience working with evaluation software and databases; and general familiarity using technology for M&E efforts. The candidate must have experience in gender and women"s empowerment.
Timeframe: Work to start immediately after hire and be completed by January 29,2016.
DELIVERABLES
- Review current M&E frameworks and activities at departmental and organizational level.
- Make recommendations for streamlining current M&E efforts between departments and at organizational level. Use our existing tech platforms/software (Drupal, Raiser’s Edge) as much as possible to simplify and integrate our M&E processes with daily activities.
- Operationalize the recommendations above.
- Develop, implement and analyze results from community impact survey
Throughout the project, we would like the consultant to share best practices in M&E with our team, as well as integrate them into the operationalized system.
