The Talent Development Specialist is a member of MSH’s Talent Development (TD) Team, a department within Human Resources that oversees corporate learning and development programs for leadership, management and employee performance improvement. In addition, TD manages both new hire on-boarding and the organization’s continuous performance management approach which includes the annual performance evaluation and planning process. This person will “wear many hats,” many of which are related to HR software and information systems and their use in implementing, tracking, and evaluating the effectiveness of the learning and development function. This person will be the in-house expert and super-user/core trainer for the Performance Management software and the administrator of our Learning Management Systems.


This person maintains, manages and troubleshoots our systems, communicates information on TD processes, programs, and tools across the organization; develops and disseminates necessary documentation and curriculum; and contributes to the development of work plans and budgets. S/he acts as a liaison with other departments and outside vendors, including high-level staff such as the CEO, the executive leadership team and senior country and project leaders. S/he must handle confidential and non-routine information and explain relevant HR policy when necessary. To support the ongoing needs of our fast-paced, dispersed and growing organization, the Specialist will collaborate closely with the entire Talent Development team and HR Partner team, as well as technical subject matter experts and other members of MSH worldwide.


Management, maintenance and troubleshooting of learning and performance systems (60%)


  • Manage and leverage MSH’s membership with Learning In Non-Governmental Organizations (LINGOS), which provides free eLearning to MSH employees worldwide. Develop LINGOS guidelines, create job aids and marketing materials, identify relevant course offerings, maintain and improve LINGOS web-based portal via the Net Dimensions software, manage course registration process and all necessary uploads of new staff to maintain timely access for onboarding employees. Present informational briefings to various staff groups on LINGOS offerings and process.

  • Research, troubleshoot and resolve ePM problems, unexpected results or process flaws and perform scheduled maintenance activities. Working closely with HRIS staff, assist in the review, testing and implementation of ePM upgrades or patches.

  • Support implementation of the new HRIS system’s Performance Management (ePM) module, testing and launching new features as needed.

  • Develop and conduct in-house training on all TD systems and provide support to system super-users and users. Develop and maintain training materials and user manuals as well as systems documentation and standard operating procedures as needed.

  • Administer MSH’s Learning Management Systems (LMS), uploading courses, managing enrollments, managing mandatory monthly updates, and tracking participation. Work regularly and closely with LMS vendors to add courses to the LMS and troubleshoot issues.

Report management and evaluation of learning (20%)


  • Manage reports for LINGOS, LMS & ePM so that TD can pull relevant metrics. Write, maintain and support a variety of reports or queries utilizing appropriate reporting tools. Develop standard reports for ongoing customer needs, maintaining and adjusting to continually improve data output. Help maintain data integrity by regularly validating data.

Support learning events and materials development (15%)


  • Manage logistics and delivery of the ONE@MSH new hire orientation workshop; manage logistics for Supervisor Workshops and other US-based training events.

  • Manages/coordinates the logistics for international Talent Development workshops and events (with and through MSH local offices as much as possible). This includes

  • Selection of venues and local production of participant materials

  • Coordination of meeting logistics (invitations, communication with participants, agenda development, materials production & distribution, etc.)

  • Arrangement for translation services, as needed, including evaluating vendors and vetting translations once they are returned

  • Coordination of follow-up activities (i.e. materials, communication, etc.)

  • Update Talent Development Intranet pages as necessary as a trained and authorized editor.

  • Submit purchase orders (POs) and invoices for Talent Development activities, submitting via Proactis system and tracking all TD non-labor expenses. Provide reports to Director and teammates as requested.

Team Relationships (5%)


  • Active participation in Talent Development initiatives, team activities, process development and improvement, and HR team engagements

  • Provide learning and talent development expertise to other HR functions, MSH Groups and Offices as appropriate

  • Other tasks as assigned

  • AA/AS or BA/BS degree in technology, business systems, or related discipline; or the combination of education and experience that enables performance in all aspects of the position.

  • Minimum 3 years’ experience with HR software and training logistics, preferably international in scope.

Knowledge and Skills


  • General knowledge of HRIS systems and learning platforms.

  • Strong analytic skills and the capability of applying them under tight deadlines in complex environments.

  • Knowledge of organizational effectiveness and learning program evaluation a plus.

  • Computer skills essential: proficiency in Microsoft Excel to include data extraction and manipulation as well as descriptive and predictive analysis; Microsoft Word & PowerPoint; Google mail, forms, and drive.

  • Experience with WebEx Training Center a plus.

  • Overall understanding of the Human Resources roles and functions a plus.

  • Experience with cross-cultural contexts and audiences; and audiences for which English is a Second Language a plus.

  • Experience with non-profits and developing nations a plus.

  • Fluency in Spanish or French a plus.

  • Ability to work both independently and within a team, assesses priorities, and manage a variety of time-sensitive activities with attention to detail and quality.

  • Interpersonal, written, and oral presentation skills and active listening skills.

  • Comfort and proficiency in speaking to large groups.
