The Global Health Fellows Program (**GHFP-II**) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).


GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.


Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.


BACKGROUND:


USAID has been, and continues to be, at the forefront of the US Government (USG) response in the fight against the HIV/AIDS pandemic, since inception of its international HIV/AIDS program in 1986 with HIV/AIDS programs in nearly 100 countries worldwide. The Agency is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), the largest commitment ever made by any nation for an international health initiative dedicated to a single disease – a multi-year, multi-billion dollar, multifaceted approach to combating the disease in more than 120 countries around the world.


The Office of HIV and AIDS in the USAID Bureau for Global Health (GH/OHA) is the focus of HIV and AIDS technical leadership for the Agency and has primary responsibility for leading the Agency’s efforts within PEPFAR. USAID provides global technical leadership on the full range of issues related to HIV and AIDS prevention, care, and treatment; manages numerous research and field support programs; and monitors the impact of the Agency’s HIV and AIDS programs. The Technical Leadership and Research Division (TLR) where this position will be situated consists of teams dedicated to various HIV and AIDS focused technical areas including gender and key populations, prevention, care and treatment, and research.


INTRODUCTION:


Placed within USAID’s GH/OHA , the Gender Advisor (Advisor) will work closely with the Division Chief and receive day-to-day guidance from the Gender and Key Populations Team Lead within TLR as his/her onsite manager. The Advisor will serve as a technical expert, providing leadership and guidance in the design, implementation and evaluation of technically sound, cost-effective and practical approaches and strategies for the implementation of gender and related programs, particularly those involving the clinical cascade and reaching the United Nations Programme on HIV/AIDS (UNAID)’s 90/90/90 goal for epidemic control, addressing gender-based violence in clinical platforms and through referral systems, and developing metrics for measuring success in overall gender programming. This position will interface with other USAID bureaus, sister agencies within PEPFAR, and multilateral organizations such as the World Health Organization.


ROLES AND RESPONSIBILITIES:


The Advisor will work closely with the internal USAID/OHA care and treatment team, strategic information team, and other technical teams including the PEPFAR interagency Gender Technical Working Group (TWG). S/he will work closely with USAID gender colleagues in the Bureau for Global Health, and other regional and functional offices to provide leadership and technical assistance on programming for gender. The Advisorwill be responsible for:


  • Serving as an HIV/AIDS subject matter expert in the area of gender issues and specifically those affecting testing and counseling services, treatment adherence and retention programs, and related to addressing gender-based violence in services and referral systems.

  • Providing USAID’s Office of HIV and AIDS and PEPFAR broadly with technical and programmatic advice on the implementation of HIV/AIDS programs involving gender and the continuum of prevention, care and treatment.

  • Providing research and programmatic recommendations to OHA, implementing partners, and PEPFAR broadly in the design and methodologies to analyze data to inform and for measuring success in overall gender interventions.

  • Providing ongoing technical support for the development, implementation and evaluation of gender and related programs. Collaborating with strategic information teams and other relevant teams to analyze and synthesize country-specific data and research to recommend appropriate strategies and programs addressing gender issues.

  • Providing USAID field Missions, PEPFAR country programs, host country governments and implementing partners with expert input to country-specific HIV-related gender issues in the areas of the continuum of care, gender-based violence response and metrics.

  • Contributing to the implementation of USAID’s Gender Equality and Female Empowerment Policy and the USG Strategy to Prevent and Respond to Gender-Based Violence (GBV) Globally in the context of HIV/AIDS programs.

  • Maintaining knowledge of current literature, research, policies and programmatic experiences both domestically and internationally in order to recommend appropriate approaches and best practices for gender programs.

  • Serving on the interagency technical working group for Gender and as part of GH Gender Advisors Team.

  • Reviewing the technical quality of projects by conducting site visits to country program locations to provide technical assistance in program implementation, monitor progress and evaluate performance, review and analyze results, and recommend changes in implementation. Arranging for outside reviews as needed. Facilitating sharing of best practices across USG programs in different countries.

  • Serving as a technical advisor for activities relating to gender supported through USAID centrally-funded mechanisms. Providing technical support for the development of partner work plans, written reviews of work plans and work products, and overall guidance on program implementation.

  • Participating in and contributing to USG and global technical working groups and committees working on issues related to gender, including gender-based violence.

  • Contributing to the development of global technical guidance for USG gender programming.

  • Planning, participating, facilitating, and presenting at international, domestic and local meetings, and at workshops and conferences dealing with gender and HIV/AIDS.

International and domestic travel approximately 25%.


Training and professional development (7%)


  • Keeping abreast of literature and latest developments in the fields of gender-based violence and HIV/AIDS programs involving gender and the continuum of prevention, care and treatment.

  • Deepening knowledge of designing, implementing and evaluating cost-effective and practical approaches of gender and related programs.

  • Participating in interagency and intra-agency working groups as appropriate to SOW.

  • Participating in professional continuing education and skills training within the purview of GHFP-II.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:


  • Master’s degree or higher in public health or a related social science field.

  • Minimum ten (10) years’ experience working on international health issues, with at least three (3-5) years’ experience in an international or resource challenged setting.

  • Understanding of issues and best practices related to gender and HIV testing and counseling services, treatment adherence and retention, and viral suppression.

  • Understanding of issues and best practices related to responding to gender-based violence.

  • Demonstrated experience in the monitoring and evaluation of gender programs, including indicator development and use, study design, and data analysis.

  • Demonstrated knowledge of HIV gender approaches and best practices in public health.

  • Demonstrated experience in program design, strategic planning, program coordination and implementation, especially within a resource-challenged setting.

  • Demonstrated experience in working with donor-funded organizations.

  • Excellent analytical, written and oral communication skills.

  • Strong interpersonal skills and ability to work across USG agencies and cross-culturally with diverse teams.

  • Demonstrated flexibility and openness in responding to changing work priorities and environment.

  • Ability to exercise a high degree of judgment, ingenuity, and originality to interpret strategy, analyze, develop and present work, and to evaluate the implementation of programs.

  • Ability to work independently with minimal supervision.

  • Ability to travel internationally several times per year.

  • Fluency in a foreign language preferred

  • US citizenship or US permanent residency required.
