The Design, Monitoring and Evaluation (DM&E) Advisor provides direction, guidance and support for all monitoring and evaluation activities of The Carter Center’s Health and Peace Programs. The Advisor will be responsible for guiding the integration of quantitative and qualitative DM&E methodologies into existing and future programming to enhance the accountability, effectiveness and impact of programs at The Carter Center. S/he will develop and conduct cross-programmatic learning for staff across the Center and build capacity of program staff at headquarters and in the field. The Advisor’s role includes packaging and disseminating learning through reports, research briefs, national dissemination workshops, conference presentations and peer-reviewed journal publications.


Specific responsibilities include: providing advice and guidance on project design; assisting in the establishment of monitoring and evaluation systems for programs and projects; knowledge management, training and mentorship for Carter Center staff on DM&E; and assisting the Development Department to ensure that donor requirements are met. The DM&E Advisor also provides guidance to the Chief Executive Officer (CEO) and Vice Presidents on DM&E strategy and needs for the Center. The Advisor reports to the CEO of The Carter Center. This position is full-time and based in Atlanta, GA, USA. International travel is required.


A Bachelor’s degree in a related field, and six years of related work experience in the DM&E field working on design, monitoring and evaluation of international democracy, peace, human rights, or international health programs, OR an equivalent combination of education, training, and experience. Knowledge in a range of applied research, program monitoring and evaluation techniques in a variety of context, regions, and health intervention areas. Experience working with government donor agencies and private foundations is preferred.
