CARE USA is seeking a Program Officer for the Gender and Empowerment Unit (GEU) who will be responsible for programmatic, operational, financial and administrative support to the GEU, as well as provide operational support to CARE Empowers, the social enterprise within the GEU. The Program Officer develops and maintain systems for managing projects and key functions of the unit, and is responsible for tracking and reporting all project deliverables of grants managed by the team including budgets. She/he will contribute to the successful achievement of project goals and objectives, while working both independently and as part of a team.
The Program Officer will actively support communications and knowledge management functions in the unit, particularly those related to project grants and keeping the team’s information on internal websites current. She/he will work directly with all the GEU team members, and will collaborate with other units, departments and staff to ensure smooth coordination of the team with other parts of the organization. She/he will also be responsible for providing backstopping support to other programming initiatives in line with the GEU’s priority areas and projects as necessary.
This Program Officer will keep up to date in general knowledge and understanding of the Gender and Empowerment team’s programming and priorities, and will be able to represent the GEU and its activities to other CARE departments and external agencies and individuals. The Program Officer requires leadership skills in project coordination and proficiency in management skills and tools.

Qualifications
- Bachelor’s degree in business/project administration and management, or related fields;
- A minimum of 2 years of professional experience in non for profit organizations;
- 2 – 4 years’ experience in coordinating and/or managing multiple projects simultaneously;
- 2 – 4 years’ experience in financial management;
- Expertise in budget planning, management and reporting;
- Knowledge of donor policy and procedures;
- Demonstrated high degree of flexibility in managing changes to scope, resources and timelines;
- Demonstrated teamwork coordination and facilitation skills;
- Excellent relationship management and communication skills; a sense of humor;
- Expert ability to identify, mitigate and/or escalate issues and risks;
- Excellent skills in negotiation and conflict resolution;
- Ability to influence without direct authority and obtaining win-win situations;
- Proficiency in Microsoft Office Suite, PeopleSoft financial software and MS Project or Asana for project plan development, management and reporting;
- Excellent written and oral communication skills in English.
