United States of America: Program Associate, Refugee Resettlement


HIAS seeks a Program Associate to support its U.S. Programs team, which includes Senior Directors, Associate Directors and Program Managers and engage with HIAS headquarters support departments, HIAS Affiliates across the country, U.S. National Resettlement Agencies (RAs) and other stakeholders to ensure high quality and responsive refugee programming across the HIAS network. S/he is involved in all aspects of post- and pre-arrival refugee programming, processing and support.


Essential Functions:


  • Supports U.S Programs staff by planning, monitoring, reporting, and implementing refugee resettlement core programs, including Reception and Placement (R&P), Matching Grant (MG), Preferred Communities (PC) and the Refugee AmeriCorps program.

  • Assists Program Managers in the development of thorough affiliate profiles through a process of surveys, interviews and site visits; profiles include all components of our affiliate resettlement programs, staffing, complimentary programs and engagement in local community networks.

  • Works closely with Program Managers to support the creation and distribution of the HIAS US Programs newsletter which includes significant interface with the HIAS’ affiliate networks and internal HIAS departments; serves as a valuable communications tool for the entire network.

  • Develops a ‘Speakers’ forum as part of new learning initiative that engages external speakers/practitioners on critical topics in refugee resettlement, with the aim of expanding U.S. Programs staff knowledge and information; the forum strengthens linkages to colleague departments across HIAS headquarters.

  • Supports affiliate monitoring and partnership building site visits, including visit preparations and communications, on-site monitoring, complementary program assessments, tracking findings and corrective action and follow-up with affiliates.

  • Works with the U.S. Programs team to prepare for federal agency headquarter monitoring as well as site visits from private funders.

  • Assists in formalizing and setting up Desk Audit (Remote Monitoring) protocols and procedures and maintain the Remote Monitoring calendar to ensure relevant and appropriate follow up to recommendations are addressed.

  • Facilitates the monitoring of the CTK Apricot database to ensure affiliate agencies are compliant with reporting requirements for the Preferred Communities program.

  • Maintains headquarters case files for all applicants to the refugee program as well as a log of refugee resettlement inquiries from anchors, clients and general public.

  • Researches in support of improved and expanded core and complimentary programming, at HQ and across the HIAS network.

  • Provides support for other pre- and post-arrival functions as needed.

Qualifications and Requirements:


  • Undergraduate degree required.

  • Knowledge of refugee program work and experience working in a related field strongly preferred.

  • Excellent technical skills, including data entry and data analysis; excellent oral, interpersonal and written communication skills.

  • Must be well organized and detail oriented; ability to work under pressure and meet deadlines.

  • Ability to manage and carry out varied functions of multi-faceted program.
