The USAID Barbados and Eastern Caribbean Youth At-Risk Program will address in a holistic manner the challenges facing youth in the region: poor education, staggering levels of unemployment, a weak juvenile justice system and rising levels of crime and violence. Using a Positive Youth Development approach, this program will target at-risk and marginalized youth populations in the region to prepare them for the workforce and promote positive and healthy alternatives to gang activity.
Position Summary:
The Chief of Party will be responsible for: 1) providing the vision and overall leadership to the team; 2) managing technical assistance and program administration; 3) implementing activities in accordance with applicable laws and regulations; 4) preparing and submitting technical and financial reports requested by USAID/Barbados and Eastern Caribbean; and 5) helping coordinate USAID/ Barbados and Eastern Caribbean assistance with key national and local government counterparts and other non-governmental partners.
Reporting & Supervision:
The Chief of Party will report to the Project Director in Washington, DC.
Required Skills & Qualifications:
· University degree in a related field such as Economics, Social Work, Criminal or Juvenile Justice, Public or Business Administration, or Community Development required. Master’s, J.D., or Ph.D. desired.
· Minimum of 6 years of experience as a development professional implementing donor-funded youth at-risk, workforce development, crime and/or violence reduction, public safety or community development programs.
· Demonstrated experience in working with senior government officials and municipal authorities across partisan lines and the private sector to support a program’s objectives.
· Proven capacity to facilitate coordination amongst diverse sectors.
· Strong management skills.
· Ability to work with a range of technical staff and develop professional relationships with senior government officials across partisan lines and coordinate with other donors involved in community crime prevention and development.
· Excellent written and spoken English skills.
· Experience working in the Eastern Caribbean region is required.
Desired Skills & Qualifications:
· Fluency in French or Dutch highly desirable.
