Senior Specialist, WFP Award Management - 2015


The Senior Specialist, WFP Award Management, manages the proposal and agreement process for food assistance and cash and voucher programs funded by WFP. Responsibilities include overseeing the submission, tracking and approval of relevant award documentation into the SCUS and SCI online award management systems. The Senior Specialist is also responsible for tracking of and assisting with reporting requirements and ensuring the development and maintenance of account tracking and management tools. While the day-to-day responsibilities of the Senior Specialist will be on management of WFP awards, the position may also include visits to country offices to support WFP program implementation and deployment to humanitarian emergencies to provide support in WFP agreements and programs.


Responsibilities:


**Manage WFP proposal development/review and Field Level Agreement (FLA) review/approval processes*****(30%):*


  • Conduct proposal development and review

  • Coordinate and consolidate Technical Assistance, Finance and Contracts and Grants inputs and approvals for proposals

  • Review and provide input into FLAs and amendments

  • Track and facilitate approvals for FLAs and amendments

Oversee the submission, tracking and approval of proposals, agreements and fund summaries in SCUS and Save the Children International (SCI) online award management systems (30%):


  • Prepare, review, and ensure the posting of relevant WFP documentation on relevant internal systems, including budgets, agreements, fund summaries, and amendments

  • Coordinate with the Food Operations Technical Unit (FOTU) and finance teams in the tracking and reporting of food commodities and cash and voucher programs

Lead regular WFP reporting and maintain account tracking and management tools (30%):


  • Track WFP reporting requirements and assist COs in report reviews prior to submission to donor

  • Develop, update and maintain WFP account tracking and management tools

  • Ensure that all WFP account management resources are updated, posted and maintained on appropriate SCUS/SCI web portals

  • Provide monthly updates to the Department of Humanitarian Response Dashboard and other reporting tools

  • Development of various WFP account presentations and reporting formats

  • Develop and deliver WFP account management orientations and trainings for regional and country offices and staff

  • Track against agreement budgets and Budget versus Actual Analysis (BvA)

Respond to critical WFP account management needs and emergencies. (10%):


  • Deploy to existing WFP programs to provide technical support and account management guidance

  • Deploy in emergencies to assist COs in rapid assessments and WFP program development

Required:


  • BA/BS or advanced degree (preferred) in related field and 5-7 years international humanitarian operations experience

  • Experience in proposal development, project management and budgeting

  • Experience with WFP or similar food programming, including cash and voucher programming

  • Proficiency in MS Office suite

  • Fluency in English

  • Willingness and ability to travel as required.

  • Excellent inter-personal skills with the ability to work within large and diverse teams in frequently stressful environments

  • Ability to manage a complex and varied workload, while adhering to tight deadlines

Desirable:


  • Language skills in French and/or Arabic

  • Experience with a range of assessment techniques
