The Country Program Finance Officer (CPFO) is responsible for ensuring financial tracking management of the SCMS country programs. Under the direction of the SCMS Senior Finance Officer, he or she will create managerial tracking systems and will coordinate with Managing Partners and country teams to continuously monitor field office compliance, fiscal management and project closeout. He or she will also liaise with Managing Partners and USAID on country program financial reporting and analysis.


Specific Responsibilities


  • Lead country budgeting exercises, obtaining input from country program teams and SCMS partners. Prepare other project budgets as needed.

  • Report to USAID and Managing Partners on the financial status of SCMS country programs.

  • Provide support to country teams regarding the communication of financial issues with USAID.

  • Reconcile approved funding levels with country program teams and USAID/W.

  • Attend and participate in regular Country Team meetings and conference calls, as required.

  • Monitor costs against budget, including tracking of accruals.

  • Prepare routine and ad-hoc financial reports using innovative means to meet the dynamic needs of the project closeout. Participate in working groups as needed with Managing partners and Project Management Office units.

  • Other assignments as required, including review of vender/ subcontractor invoices.

  • In coordination with Finance Systems Associate, manage project coding and funding in Orion and BI financial systems. In coordination with Finance Associate, perform subcontractor reviews.

Qualifications


  • Bachelor’s degree or higher in a relevant field.

  • 2 or more years of work experience in a similar position.

  • Experience working with USAID contracts and international projects.

  • Strong analytical skills required.

  • Demonstrated advanced skills in Excel. Intermediate skills in Word, Access and general Microsoft Office Applications. Demonstrated ability working as part of a team, as well as independently, and with multi-disciplinary associates of all levels.

  • Strong attention to detail required.

  • Ability to work in a fast-paced team environment and to prioritize as required.

  • International travel or work experience highly desirable.

  • Fluency in English, including speaking, reading, and writing, with the ability to conduct business in English.

  • Authorized to work in the United States of America.
