Senior Field Leaders – French and Arabic Speakers
This role(s) requires a visionary tactician, able to see the big picture and establish broad strategy while being attentive to individual program needs and constraints. S/he excels at inspiring team members and partners into action to bring creative ideas to fruition and create meaningful impact. S/he is a skilled communicator, able to develop and utilize strong relationships with staff, partners and donors and inspires others to take action. S/he must be resolute in achieving agency goals while maintaining an ability to adapt and respond to emergencies that arise, and must ensure that mechanisms are in place to enable such response. S/He will establish strategies and ensure implementation that is in line with agency direction and policy. S/he is a resourceful and proven leader with a deep understanding of the region, its recent history, current trends and political environment, and who has held senior roles in large, complex organizations.
ESSENTIAL JOB FUNCTIONS:
Strategy and Vision
- Articulate a compelling vision and assist in setting strategy.
- Assist with the preparation of an annual agency strategic plan and budget for program operations and oversee the administration of plans and budgets, throughout the fiscal year.
- Support and oversee the management of strategic planning, development, implementation, monitoring, evaluation, and administration of humanitarian assistance and development programs.
- Connect teams to ideas, partners and resources to drive creative solutions for greater impact
- Prioritize and coordinate the preparation of relief and development concept papers, proposals and other funding requests. Strategically position Mercy Corps for new opportunities
- Promote thought leadership by ensuring that program innovations and successes are tested, analyzed, documented, and effectively communicated externally and internally.
Program Impact
- Track and support consistency of impact through program implementation and aligned with our mission and strategy.
- Enable on-time, on-budget, on-scope program implementation, provide trouble-shooting and guidance on issue management per Mercy Corps standards.
- Create an environment conducive to innovative programming leading to sustainable social innovations
- Support field leadership in developing and implementing program and operations policies and procedures according to internal and donor policies.
- In the event of a major disaster in a given region, work and/or liaise with Mercy Corps Strategic Response Global Emergencies (SRGE) team.
Team Management
- Provide and encourage adequate training and development for teams, helping to develop highly effective team performance while remaining attentive to individual career paths and internal promotion.
- Participate in the recruitment, selection, orientation and training of Mercy Corps" program teams.
- Collaborate with the Leadership and Organizational Effectiveness team in HQ to ensure sound performance management and field access to high quality learning opportunities, with a special emphasis on national staff development.
Representation & Influence
- Develop and nurture culturally sensitive internal and external relationships and networks to ensure optimum communication and program success.
- Build strong constituencies to include Mercy Corps headquarters, international and local civil society leaders, government officials, donor community officials, diplomatic corps, vendors, media and the private sector.

Accountability to Beneficiaries:
Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
KNOWLEDGE AND EXPERIENCE:
- BA/S equivalent in international development, political or social science management or other relevant field and MA/S preferred.
- 7 – 9 year"s field experience in senior program management, i.e. Country and/or Regional Director.
- 7+years" program operations experience including direct "hands-on" skills in program development, strategic planning, program implementation and evaluation; strong preference given to candidates with prior experience in West Africa and Middle East preferred.
- Significant team management experience, i.e. staff supervision, mentoring, and development; training; team building; finance and administration; donor relations; and inter/intra-agency communications.
- Highly flexible leader who has proven ability to balance macro-level management with more hands-on, detail oriented approaches depending on team profiles and differing contexts.
- Fluency in language(s) French and/or Arabic required.
- Excellent communicator and relationship builder both internally and externally able to work across teams and represent based on first-hand experience.
- Demonstrated understanding of the critical development issues in the assigned region and significant experience with the challenges of operating programs in the region particularly an understanding of resilience principles / systems approaches.
- Exceptional program and project conceptualization and design skills.
- Successful and proven negotiation, communication, organization, and prioritization skills and experience.
- Ability to travel 35-50%, frequently at short notice, sometimes to volatile environments
- Experience living / working in insecure environments
Locations: to be determined. These will be field based role that are accompanied and unaccompanied.
