Chemonics seeks a project management unit (PMU) manager with experience in democracy and governance issues for our Latin America and Caribbean (LAC) team. Our LAC regional portfolio includes projects in a wide range of technical sectors and a diverse new business market. The PMU manager will assume a pivotal position on the PMU, working closely with field-office staff, liaising with client counterparts, managing staff, conducting short-term field assignments, and undertaking new business assignments. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:

•Manage day-to-day support to project teams and clients, including communicating and assisting with field-office requests and overseeing field team’s adherence to contract requirements and government regulations

•Oversee project financial management, including monitoring monthly costs, tracking contract expenditures against budget, and reviewing monthly invoices for accuracy and compliance with contract provisions

•Liaise with project subcontractors and review deliverables to ensure they meet technical and quality standards

•Manage recruitment of long- and short-term project personnel in accordance with Chemonics’ practice and pertinent U.S. government regulations

•Conduct periodic field visits to assist with training, respond to audits, provide input to work planning, perform technical research, and handle other operational tasks

•Identify issues or potential risks and make informed decisions on how to address them, communicating with the director and/or senior vice president as appropriate

•Build Chemonics’ reputation in citizen security by developing professional publications and conference presentations

•Contribute to proposal development related to democracy and governance, citizen security, and crime and violence prevention, including gathering information, recruiting candidates, and developing relationships with potential partners

• Propose initiatives to share information about citizen security and crime and violence prevention within the LAC region and across the company


Qualifications:

•Master"s degree and technical field experience in international development, sociology or political science required.

•Minimum three years of relevant project management and international experience; LAC experience a plus

•Medium to strong quantitative analytical and research skills, preferred

•Experience using Geographic Information Systems (GIS) strongly preferred

•Minimum two years of contract management and/or proposal preparation experience preferred

•Demonstrated leadership on a project management team with ability to supervise and mentor department staff and project teams

•Ability to communicate clearly and concisely both orally and in writing, including leading presentations, training courses, and effective meetings

•Strong interpersonal skills and ability to work effectively as part of a team and independently

•Knowledge of concepts, methods, and evidence-based practices related to citizen security, violence prevention, youth development, citizen engagement, and democracy and governance topics in international development, preferably in Latin America and the Caribbean

•Ability and willingness to travel and work overseas a minimum of four to eight weeks per year

•Demonstrated leadership, versatility, and integrity

•Spanish fluency required
