Plans and executes a comprehensive public information program that includes a variety of informational, educational, outreach, and interpretive activities for the Hawaii County Civil Defense Agency; develops and maintains effective partnerships and working relationships with various social service and volunteer organizations in support of community disaster recovery; coordinates disaster recovery activities between the Hawaii County Civil Defense Agency and aforementioned organizations; maintains working relationships with members of the media, community groups, and other individuals in the public and private sector; and performs other related duties as required.

Examples of Duties:


  • Plans, develops, and executes a comprehensive public information program that includes community relations and educational activities for the Hawaii County Civil Defense Agency.

  • Develops and maintains a comprehensive disaster recovery plan for the Hawaii County Civil Defense Agency.

  • Liaise between the Hawaii County Civil Defense Agency and partner/stakeholder organizations in support of effective disaster recovery.

  • Coordinates disaster recovery operations for the Hawaii County Civil Defense Agency with other government, public, and private organizations.

  • Directs, performs, and or assists with disaster victim case management for disaster recovery.

  • Conducts impact assessments and surveys disaster affected areas as needed.

  • Determines choice of media and methods for disseminating information.

  • Prepares fact-finding studies and surveys researching and evaluating information and public opinions; prepares reports of findings with recommendations for administration’s response or for informational presentations at public forums.

  • Writes news releases, articles, bulletins, radio and televisions scripts, letters, speeches, proclamations, messages, memoranda, policies, testimonies, and other correspondence.

  • May serve as the spokesperson for the agency in the absence of the Civil Defense Administrator.

  • Designs and maintains social media sites and departmental or County websites; revises and updates as needed; develops and sets up an informational FAQ page.

  • Plans and develops video and power point presentations; contracts a videographer to film clips of department’s activities or programs to distribute to television stations.

  • Speaks before government, business, and other community groups; delivers talks over television and radio.

  • Plans and develops educational and informational activities including the publicizing of activities and accomplishments of County agencies and departments to improve the public’s perception, understanding, and support for the goals and objectives of various programs.

  • Plans, layouts, designs, and arranges for printing of informational materials and brochures.

  • Assists in setting up exhibits and coordinating demonstrations for public display.

  • Conducts training for departmental staff relative to public relations principles and practices and policies on the release of information; provides guidance to enable employees to represent the department in a professional manner at public relations activities.

  • Coordinates logistics, schedules, and may facilitate departmental press conferences; assists in securing restricted areas.

  • Establishes and maintains effective relationships with representatives of the press, radio, television, and other community organizations.

  • Presents oral or written testimony on matters affecting the functions and programs of the department before the Legislature, County Council, or other governmental and community groups and organizations.

  • Plans, lays out, and coordinates the publication of internal newsletters and the annual report.

  • Keeps abreast of communication and social media technology and practices; modifies departmental programs to improve its effectiveness.

  • Performs other administrative staff assignments as required.


Minimum Qualification Requirements:


Training and Experience:


A combination of education and experience substantially equivalent to:


  • graduation from an accredited college or university with a baccalaureate degree in journalism, communication, or a related field; and

  • four (4) years of professional work experience in journalism, communication, or public relations that included researching, analyzing, organizing, and preparing written information for dissemination to the media; of which

  • one (1) year shall have included the coordination or facilitation of press conferences; and

  • some experience with disaster recovery operations and activities; and

  • ability to travel independently to various geographic locations. This requirement may be fulfilled by possession of a valid State of Hawai’i driver’s license, or use of other means of transportation which meet position needs. (You will be required to submit your valid driver’s license at the time of the job interview.)

Examination : All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.

Knowledge of: principles and practices of public relations; publicity methods and media; principles and techniques used in writing informational material; techniques used in preparing and editing copy for printing; computer programs and software used for public information purposes; training methods and techniques; Hawai’i State and County government organization, functions, and management; research and statistical methods and techniques; missions, roles and responsibilities of the Hawaii County Civil Defense Agency; and County, State, Federal, Private, and Non-Profit organizations providing support and assistance in disaster response and recovery.


Ability to: Write and speak effectively; secure, evaluate, and present facts accurately and concisely; prepare clear and concise reports; plan and develop informational materials, videos, and exhibits; develop, plan, coordinate, and facilitate project meetings; develop, direct, and coordinate training sessions and programs; work cooperatively with employees and other government officials; communicate tactfully and effectively with the media and various segments of the public; operate a personal computer and use a variety of software applications including word, publisher, power point, etc.; create, update, and maintain electronic websites; operate camera equipment to produce camera ready products; plan and conduct training relative to public relations skills, and plan and administer informational programs.
