Main Duties and responsibilities:


Under the supervision of the Chief, (P5) Applications Cross-Functional Services, the incumbent performs administrative, financial and budget support functions for 27 staff and consultants (15 *SIM,*at least 12 consultants). The incumbent maintains and monitors a budget of over 3 Million USD (excluding investment projects), performs a high volume of VISION transactions: purchase orders, supply requisitions, transfer requests, funds commitment and processes high number of invoices for payment, including overtime and bi-monthly payments for consultants. In addition, she provides administrative support to the Section Chief andline managers by facilitating the preparation of short-listing matrix for consultants, preparing contracts and monitoring the contracts log to ensure the maximum duration is not exceeded. The incumbent also makes travel arrangements; processes travel requests and travel claims.


This post requires a strong knowledge of VISION transactions and UNICEF"s budget processes, policies, procedures and practices, in order to provide Sections" staff with a sound advice interpret and apply those policies efficiently. The incumbent is also expected to make recommendations for streamlining of office practices or procedures that are beneficial to the ITSS Division.


The incumbent serves as the section"s attendance focal point, coordinates logistic arrangements for meetings, workshops and other events; drafts correspondence and produces periodic reports, e.g. budget control, travel and consultants expenses.


Requirements:


• Completion of secondary education. Training in administrative field desirable.


• Six years of progressively responsible clerical and administrative work. Very good knowledge of UNICEF processes and policies (contracts, travel, supply etc.), budget system and budgetary and financial procedures. Strong knowledge of MS Office (Outlook, Word, Excel, PowerPoint), VISIO and Intranet.


• Very good knowledge of VISION modules.


• Strong knowledge of UNICEF rules and regulations


• Strong knowledge of VISION, including accounts payable


• Strong knowledge of desktop applications


• Strong document management and filing skills


• Fluency in English.
