We are seeking a D.C.-based Controller who will be responsible for the full array of daily accounting matters for the organization. This position ensures optimum compliance with generally accepted accounting principles; the efficient and effective use of internal controls; regular application of best practices both at headquarters and in the field; and assists the CFO in assessing and mitigating global financial risk. The Controller has supervisory responsibilities over project accounting, payroll, treasury management, accounts payable, and accounts receivable.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Provides professional accounting services in the complete and accurate recording and reporting of financial transactions for ACDI/VOCA

• Supervises and participates in the posting, balancing and reconciliation of the general ledger and subsidiary journals. Investigate and resolve accounting variances and anomalies

• Provides leadership and direction in the preparation of accurate and timely internal and external consolidated financial statements in accordance with GAAP

• Manages the annual audit process in compliance with OMB 2CFR200 by corresponding with external auditors, preparing account analysis, audit schedules and other requested client assistance. Analyzes and responds to identified variances and other audit findings. Manage any other financial audits from donors, OIG, and SIGAR. Prepares management letter responses

• Oversees treasury management, including cash management, bank account management, and banking partner relationships. Oversees cash management of federal and non federal funds. Supervises the management of the Federal Letter of Credit

• Overseas payroll management and reviews payroll journals

• Oversees project accounting and field office financial management, including accounting for commodity inventory

• Composes appropriate closing adjustments and perform year-end closing procedures

• Monitors established internal controls to assure that material misstatements do not occur or are detected on a timely basis;

• Recommends, designs and implements changes in accounting policies and procedures and account code definitions as necessary. Develops uniform accounting financial processes to record and support General Ledger entries;

• Advises on ERP system developments and changes as they relate to the general ledger and core financial modules

• Lead tester of new ERP systems enhancements and module implementations to ensure the integrity of data and internal controls are maintained;

• Leads the preparation of the annual IRS form 990 return

• Produces financial and administrative reports on a special request basis to allow management to monitor operations, identify business risks and generate pertinent information sufficient to direct needed action

• Provides training for finance and program staff in HQ and field offices on accounting processes and systems, cost principles and donor regulations;


A bachelor’s degree (MBA preferred) in accounting, international development, or related field; with a minimum of ten years’ experience in corporate accounting and finance is required. US CPA required. Candidates must have advanced knowledge of USAID and OMB policies and regulations as they pertain to financial management. Fluency in English required; French and/or Spanish language skills desired. The ability and willingness to travel internationally is required.
