Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission. Eight national associations, based in France, Switzerland, Belgium, Germany, Luxembourg, Great Britain, Canada and the United States, provide overall support for the field programs, which are implemented through the Federation headquarters in Lyon, France.


The Handicap International U.S.’s mission is to support the work of the Handicap International Federation by administering grants and contracts, mobilizing private and public financial support, representing Handicap International with national, international bilateral and multilateral institutions based in the U.S., facilitating the recruitment of personnel and raising the organization’s profile. Handicap International U.S. also engages in education programs with the general public and advocates for U.S. accession to the landmine and cluster munitions treaties.


JOB DESCRIPTION:


As a Finance Manager, you will be part of the senior management team. You will work under the responsibility of the Executive Director of Handicap International U.S (HI US) and will directly supervise the Office Manager. In the framework of you position, you will work closely with HI Federation finance team based in France.


You will be in charge of the management of HI US’s financial processes, ensuring that they support HI Federation’s strategy and priorities. You will vouch for the maintenance of a comprehensive, effective and transparent set of financial systems that streamline and support the work of HI in the US.


In the framework of your position of Finance Manager you will be responsible of:


  • The financial administration, the finance oversight and control (monitor and improve systems for internal financial control and accountability, control cash management, facilitate all audits, provide advice to the staff concerning the financial manual and its application….)

  • The compliance (ensure organizational compliance with Federal, State and local laws and statutes, review and provide comments on corporate agreements and contracts….)

  • The institutional Strategy and Planning (maintain positive and collaborative working relationship with HI federation staff, contribute to HI US annual planning process as well as develop finance-admin work plans that reflect, contribute to and augment HI US and HI federal strategies…)

CANDIDATE PROFILE:


Regarding your diploma, experience and skills,you have:


  • A bachelor’s degree in accounting finance or a related field

  • 3-5 years of experience in non-profit finance, international development experience preferred

  • An experience in managing and accounting database, proficiency and an experience with Microsoft Navision preferred.

  • A working knowledge of GAAP regulations and reporting requirements

  • A good understanding of and familiarity with “Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards” otherwise known as the OMB Omni Circular or Super Circular, particularly sections dealing with cost principles and audit

  • A strong knowledge of laws and regulations governing charitable donations in the US (knowledge of private fundraising standards preferred)

  • With excellent written and oral communication skills

  • With strong analytical, organizational and problem solving skills

  • Deadline oriented

REQUIRED LANGUAGE SKILLS:


French language competency would be a real plus.


JOB ENVIRONMENT:


You will work at the HI US office located in Silver Spring, MD. You will have occasional international travel up to 5 percent.
