****General Functions:****


Under the overall supervision of the USRAP POE Manager at IOM New York the incumbent will be responsible, but not limited for the performance of routine POE Daily Refugee Arrivals, operational functions and tasks related to POE functionality.


Movement Management of the USRAP Port of Entry arrivals on the daily basis


Daily Movement Management:


  1. Coordinating daily communication between New York Operations, Travel Agents, CBP, CDC (USPHS), other Ports of Entry and Service Providers.

  2. Managing the POE In-Box, distribution of incoming emails, incident reports, corresponding to inquires as needed as well as any other correspondence.

  3. Preparing the Proflight folders upon receipt of the distributed ABNs from New York Operations.

  4. Reviewing the Domestic bookings received from both Mission and Travel Agents.

  5. Verifying Medical cases on ABN, checking the MER Form has been completed, verifying oxygen request have been submitted to the service provider, received and delivered. Verifying Escort booking to be complete.

  6. Verifying Minors on ABN and ensuring that Parental Consent forms have been received, in addition to the Point of Contacts whom the minor will be handed over to a final destination.

  7. Ground Transportation arrangements made by POE and send to New York Operations in a timely manner, and any updated time of departure communicated to New York Operations as required.

  8. Preparing of I-94& US Customs Declarations, IOM Refugee ID Lanyards, DTE envelopes.

  9. Preparing all Embarkation Schedules, Hotel Vouchers, and Meal Vouchers.

  10. Printing of all PDF tickets issued by the Travel Agents.

  11. Preparing baggage MCOs as required for all beneficiaries.

  12. Training of newly hired staff.

  13. Performing any other duties as requested by Supervisor or Deputy.

  14. Navigating all IOM data bases RMI, Intranet Portal, Logging incidents etc.

Travel Authorization:


  1. Informing New York Operations, New York Accounting of staff who is travelling as an escort to final destination with Minors, Single women with children and any other cases as required.

  2. Providing staff with a signed TA before travel commences.

  3. Providing scanned copies of TA’s to the relevant parties for further processing.

****Desirable qualifications and experience:****


Secondary School Diploma and at least 3 years of experience in Airport


Operations or/and in Humanitarian Field.


Previous experience with NGO is an added advantage.


Proven ability to work harmoniously in a diverse, multicultural environment.


Excellent organizational skills with ability to manage multiple tasks


simultaneously under time constrains. Ability to maintain high performance


standards with attention to details.


Knowledge of computerized airline reservation system. Existing knowledge of IOM movement management tools such as HIT, MiMOSA, I-Gator, RMI and SIMA is a distinct advantage. Keenly demonstrates commitment to observing IOM’s PSEA and Child Protection Standards and encourages a respectful, inclusive and collegial working environment with colleagues, immigration officers and special needs beneficiaries. Sound knowledge of geography, knowledge of global airline routings is an advantage. Computer literate: must be able to manage voluminous email traffic, use the Internet and have a working knowledge of Microsoft Office applications such as Word and Excel.
