POSITION TITLE: Program review and Work Plan development specialist

SUMMARY:
The Afghan Civic Engagement Program (ACEP) is a five-year program (2013-2018), funded by the United States Agency for International Development (USAID) and implemented by Counterpart International (Counterpart) in partnership with Internews Network, the Aga Khan Foundation USA and the International Center for Not-for-Profit Law (ICNL). The goal of ACEP is to promote civil society and media engagement that enables Afghan citizens to influence policy, monitor government accountability, and serve as an advocate for political reform. In July 2015 the implementing partners conducted a program review session to discuss the major results and outcomes of ACEP for the first two years as well as the necessary adjustments to the program design and annual Work Plan for the third year.
DUTIES AND RESPONSIBILITIES:
The consultant is expected to:
- Collect and analyze the information about the Program, its outputs and outcomes to date, achievements as well as deficiencies and areas that will need to be strengthened and emphasized during the remaining years of the program.
- Analyze the available information about the results of the program review session conducted in July, 2015 and collect further inputs from the field team, implementing partners and stakeholders.
- Summarize the results of performed analyses and develop a list of specific recommendations (with justifications) for adjusting the program design and applied methodologies to ensure that all program goals and objectives are achieved by the end of the program.
- Draft a Work Plan (WP) for ACEP’s third year in a format approved by Counterpart.
- Revise all other official documents related to the WP, including the Project Monitoring and Evaluation Plan.
- Present the draft WP to Counterpart and collect the comments and recommendations from both HQ and the field office.
- Finalize the WP to address all comments and issues identified and deliver the final WP to Counterpart along with the revised PMEP and accompanying documents.

QUALIFICATIONS KNOWLEDGE
- Education: Master’s degree in international development or a related field is required.
- Experience: Minimum 5 years of experience of managing USAID funded projects.
- Experience in Civil Society (CS) development and good understanding of CS context in Afghanistan.
- Working experience in Afghanistan is required.
- Experience in conducting program reviews and assessing the midterm results.
SKILLS AND ABILITIES
- Strong analytical skills.
- Strong technical writing skills and proven experience in developing Work Plans, Monitoring plans and other program management documents for USAID funded projects
- Strong interpersonal skills
- Excellent English language skills (Native speaker preferred)
- Computer skills: Word, Excel
