The National Democratic Institute for International Affairs (NDI) seeks a Program Manager/Senior Program Manager to assist the Asia team and support democratic development projects in several countries, including Bangladesh, Burma, China/ Hong Kong and Indonesia.
Primary Responsibilities:
- Contribute to the planning, design and evaluation of NDI programs in Asia in collaboration with field staff, local partners and in-house experts.
- Provide assistance in day-to-day internal management.
- Provide field offices with program and operational support.
- Draft briefing memos, reports, work plans and proposals.
- Manage work plan discussions and processes for work plan drafting and submission.
- Monitor program implementation and share results with donors, program partners and other stakeholders.
- Ensure compliance with donor regulations and NDI policies by program staff in DC and in the field.
- Develop program concepts for proposals in collaboration with functional teams; develop program objectives that reflect broader institutional strategies and approaches in tandem with senior staff.
- Maintain contact with NDI partners overseas and brief political, civic and business leaders, donor organizations and members of the international community on NDI activities.
- Act as liaison with members of NGO, funding and Washington policymaking communities; formulates funding ideas and pursues funding sources.
- Manage and monitor program funds, including timely reconciliation of program expenses.
- Provide support for local and regional program conferences, workshops and meetings.
- Recruit and brief international trainers, volunteers and field representatives.
- Maintain collaborative relationships with international democratic development organizations, civic organizations and NDI"s network of trainers and experts.
- Represent NDI at conferences and meetings with partners, donors and members of the foreign policy community.
- Travel to the region to assist in conducting programs, when required.
- Bachelor’s degree, preferably in International Relations or related subject; graduate degree preferred.
- A minimum of eight (8) years relevant work experience (for Program Manager) or ten (10) years relevant work experience (for Senior Program Manager) in international development, community organizing, political campaigns, organizational development or legislative affairs. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis.
- Demonstrated knowledge and/or competency in one or more areas of NDI"s functional programs.
- English language fluency, written and spoken.
- Chinese language skills highly preferred.
- Excellent writing and editing skills with experience in developing program proposals, drafting analysis and program briefs, and writing political reports and updates.
- Seasoned project budget management and accounting skills.
- Experience managing and developing M&E frameworks and tools required.
- Experience in results-oriented program design, strategic planning, and program evaluation techniques.
- Strong project management and political analytic skills.
- Demonstrated experience supporting programs funded by the US Government and other donor governments.
- Strong managerial and interpersonal skills and cultural sensitivity to effectively interact with all staff, U.S. and foreign government personnel and members of donor organizations.
- High degree of organization, initiative and attention to detail.
- Experience with Google applications (Gmail, Google Drive, Google+).
- Ability and willingness to travel to regional locations.
