GENERAL FUNCTION
The Regional Manager will bring strong knowledge and experience within the Latin America region to the management, implementation and planning for current and new projects in the Latin America region. The Regional Manager is the primary manager of donor funded programs, as well as the primary point of contact for technology and training opportunities. This includes business development, design, and implementation.
The Regional Manager will oversee grantees and consultants, lead implementation of projects, monitoring and evaluation, workplans and financial management and accountability.
The Regional Manager will have outstanding technology and training skills and experience, and a proven track record of managing US and European government funded projects.
ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following; other duties may be assigned:
- Manage multiple country and regional donor-funded projects in Latin America in the areas of ICT and media for international development and human rights;
- Manage staff teams in the US, Europe and Countries in Latin America;
- Develop new partnerships and funding opportunities in the Latin America region;
- Provide direction and expertise regarding the political climate surrounding access to information in sensitive Latin America countries;
- Raise awareness for youth, women, and civil society issues in sensitive countries/environments;
- Based on knowledge of in-country conditions, develop creative and engaging solutions for distributing information on key topics;
- Using first-hand experience of effective means of communication in sensitive countries in the Latin America region, develop program plans.
- Manage the development of effective methods for the distribution and translation of awareness, education and training materials and ancillary resources;
- Oversee the selection, development and populating of online information repository(ies);
- Act as senior-level advisor on best methods for compiling existing training resources adaptable to the environments in politically sensitive Latin America countries;
- Work with implementation teams on related initiatives;
- Advise and assist on programmatic development and project support for future LAC programs;
- Prepare proposals, reports and budgets;
- Write reports for primary donors in collaboration with staff;
- Represent Internews at various conferences and events;
- Prepare reports from local conferences and discussion panels;
- Carry out research as assigned and in support of ongoing projects and new initiatives;

QUALIFICATIONS:

- Minimum of 4 years programmatic experience working and living in the Latin America region; experience in the Northern Triangle region strongly preferred;
- Minimum of 7 years of management experience;
- Master’s degree or equivalent in Journalism, Communications, International Relations, International Diplomacy, International Affairs, or a related field desired;
- Extensive experience managing projects funded by US and/or European agencies;
- Donor grant management experience with USAID-funded programs and knowledge of Federal Government policies and procedures;
- Experience managing budgets and ensuring sub-grantee compliance; familiarity with USAID rules and regulations strongly preferred;
- Knowledge of, and strong experience in, budget management, projections and budget analysis;
- Proven understanding of the political dynamics of working in sensitive countries in the Latin America region;
- Demonstrated knowledge and experience in the following areas: media and civil society capacity building, citizen security, governance, and information technologies for international development and human rights;
- Demonstrated experience leading business and proposal development on federally funded projects;
- Strong relationships with organizations working in the Journalism, Civil Society, and Human Rights areas throughout Latin America;
- Outstanding written and oral Spanish and English language skills mandatory;
- Strong critical thinking and communication skills required;
- Demonstrated organizational skills, ability to prioritize workload and multi-task in a fast-paced environment and strong track record of meeting deliverables;
- Excellent soft skills, including interpersonal and communication skills, with a problem-solving attitude and as a self-starter who works both independently and as a collaborative team player;
- Team-building skills and the ability to manage a diverse staff;
- Project Management Certification desired;
- Ability and willingness to travel to regional locations, which may be remote or difficult to reach
