Project Summary:


MSI is the lead implementer of the E3 Analytics and Evaluation Project, which supports USAID’s Bureau for Economic Growth, Education and Environment (E3). The Project’s focus is the design and implementation of rigorous evaluations as well as analytic support for USAID project design efforts across E3 technical sectors including education, global climate change, and biodiversity. The USAID/E3 Water Office has requested support from the E3 Analytics and Evaluation Project to provide technical assistance to improve the sustainability of USAID-funded activities that support water, sanitation and hygiene (WASH) systems. This collaboration with the Water Office and relevant USAID country missions may include discrete analytic products, stakeholder and partnership facilitation, as well as support for project design and monitoring and evaluation (M&E) efforts.


Position Summary:


MSI is currently seeking an experienced WASH Specialist with experience in developing local systems for sustaining water and sanitation improvements in developing countries, to serve as Team Leader for this activity.


Responsibilities:


  • Provide technical direction and oversight for collaborative assistance being provided by the E3 Analytics and Evaluation Project team to the USAID/E3 Water Office’s ongoing efforts to develop, validate and spread improved approaches for ensuring the sustainability of water systems programming.

  • Facilitate, participate in, and contribute to events including technical and coordination meetings, co-development workshops, learning platforms, capacity building exercises, and detailed USAID Mission support activities involving multiple tasks over a period of time.

  • Help identify qualified consultants and provide technical management of personnel and partners for specific field support activities.

  • Support the efforts of the Project team and USAID to establish and maintain productive collaborative relationships with a wide range of partners and stakeholders.

  • Support the drafting and sharing of best practices learned in the course of implementation.

  • Lead interaction with the USAID Water Office’s Communications and Knowledge Management contractor to ensure lessons learned are captured and disseminated effectively through a range of channels.

  • International and domestic (Washington, DC area) travel will be required.

Qualifications:


  • 10+ years required of relevant international development experience in some or all of the following areas: research and analyses; stakeholder facilitation; performance monitoring; program evaluation; knowledge management (dissemination and utilization).

  • Experience in WASH-related analysis, such as sector assessments, systems analysis, sustainability analysis, and/or operations research, required.

  • Extensive experience with water/sanitation improvement efforts in specific locations or other relevant exposure to issues affecting the sustainability of such improvements in developing country environments, required.

  • Experience working with USAID and/or other international donors, preferred.

  • Experience in developing and implementing holistic approaches and building partnerships to achieve sustainable systems in developing countries, such as for an urban sanitation delivery chain or a rural water supply services system, preferred.

  • Experience in designing and completing high-quality reports in one or more of the following types of analyses: systems mapping, sector assessments, gender analysis, stakeholder analysis, financial analysis, or program evaluations preferred.

  • Experience with performance monitoring for international development programs, preferred

  • Graduate-level degree in a field related to WASH, sustainability in international development, or similar field, desirable.

  • Exceptional English-language written and oral communication skills, required.
