In partnership with the Centers for Disease Control and Prevention (CDC), ICAP will conduct population-based HIV impact assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the HIV epidemic in their country, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
Working under the direct supervision and guidance of the Project Director, PHIA Project, the Deputy Project Director, Survey Implementation Team, PHIA Project (DPD) will oversee the Population-based HIV Impact Assessments (PHIA) Project’s operational support team. Supervises, manages, and provides programmatic and technical leadership to the PHIA Project teams in aligning their efforts with project goals. Oversees and ensures effective implementation and coordination of project activities and monitors progress of the project. Provides high-level guidance and oversight of the HIV impact assessments being conducted in the project’s focus countries, in coordination with the Deputy Project Director, Technical Team. Provides general oversight and direction to National Steering Committees and country implementation teams in the adaptation of the assessment toolkit and in executing all phases of the country-level impact assessments. Assists in presentation of progress, achievements, and lessons learned to key stakeholders, including CDC, the government, and other implementing partners, and in the preparation for all such presentations, in coordination with the Deputy Project Director, Technical Team.

Education
- PhD degree (or equivalent) in demography, public health, or related health or medical discipline
Experience, Skills & Minimum Required Qualifications
- Approximately eight (8) years of experience in the management of large-scale international health or development projects, with proven capacity in managing and supervising a diverse team of technical and support staff
- Approximately four (4) years of experience in managing or implementing population-based surveys and data collection in developing countries
- Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries
- Demonstrated experience in the analysis of population-based and/or facility-based data
- Demonstrated experience working within CDC or similar regulations and procedures
- Proven experience in establishing working relationships and collaborating with USG, other bilateral, and/or multilateral donor agencies, and with host-country governments
- Fluent English oral and written communication skills; ability to interact professionally in English
Travel Requirements
- Requires international travel up to 30% of the time primarily to assessment countries throughout Africa
