One Permanent full time position. The Law Enforcement Commissioned Ranger is responsible for performing laws enforcement duties including detection, investigation, apprehension, detention, and prosecution under provisions of applicable laws, rules, and regulations enacted to insure the protection and safe use of National Park resources. The position will be an integral part of the supporting the protection and fire management programs at El Malpais National Monument, which is co-managed with El Morro National Monument under a single superintendent and management team. The primary duties of enforcement of the criminal laws of the United States through investigation, apprehension, education, and detention of individuals suspected or convicted of violating these laws and the appropriate enforcement to protect park natural, cultural, historical, and human resources constitutes the basic reason for the existence of the work. Law enforcement activity is a combination of traditional resource protection activities, criminal investigations, interagency large special event management, surveillance operations, road patrol and traffic enforcement. Visitor contacts are performed in the front country and backcountry areas of El Malpais and El Morro National Monuments.
Work includes backcountry vehicle and hiking patrols, boundary and hunting patrols, and for monitoring archeological sites, paleontological resources and caves.
Operations provide opportunity for independent patrol work in vast backcountry wilderness environments as well as in heavily visited front country cultural resource settings.
Case work can involve archeological site protection issues, closure enforcement and trespass interdiction, wildlife enforcement operations, emergency medical care, traffic enforcement, motor vehicle accident response, DUI, and search and rescue.
Collateral duties may include a number of the following: coordination of emergency services (EMS, SAR, security and alarm systems), court liaison, maintaining various LE records, recreational use statistics collection and data entry, special park use permits and cave permits, park committee membership and/or leadership. El Malpais has an active fire program and there may be opportunities for in-park and external wildland fire assignments.
Physical Demands: The work of the ranger regularly includes long periods of standing, biking, and /or climbing, in many cases on uneven, steep, rough, slippery, and/or rugged terrain. Strenuous exertion is frequently required in law enforcement, firefighting, search and rescue, medical and related emergency activities. Lifting or Carrying equipment weighing over 50 pounds, such as firefighting or search and rescue equipment, is required. In some assignments, heavy packs may have to be carried long distances over mountainous, desert, or snow-covered terrain. Duties involve· performing physically rigorous assignments, oftentimes in isolated outdoor environments, frequently while exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. Prisoners must be kept under physical restraint during transport and processing. Criminal investigations often must be carried out without regard to fixed work schedules, days-off, or opportunities for proper rest or nutrition. Duties require manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints. Arms, hands legs, and feet must be sufficiently intact and functioning in order that incumbents may perform the duties satisfactorily. Sufficiently good vision in both eyes, with or without glasses, is required to perform the duties satisfactorily. Near vision, corrected with glasses, must be sufficient to read printed material the· size of typewritten characters. Hearing without aid, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000Hz levels. Physical fitness requirements must be met prior to and on a continuing basis during employment. This is a high-stress component to much of the incumbent work assignment.
Work Environment: While some work may be performed in an office setting, most of the work is performed outdoors in all kind of weather and climatic conditions. The work is performed at various hours of the day and night and for prolonged periods during emergency situations. The Ranger is frequently exposed to high-risk and potentially dangerous situations in law enforcement and emergency types of situations requiring use of a wide-range of personal protective gear (some of which may be uncomfortable, hot, or inconvenient to wear), adherence to specific safety/procedures, and other precautions. Long periods of surveillance work may be required in cramped or unpleasant locations and under unpleasant conditions. Shift work is often required. Incumbent is required to operate motor vehicles of various types, may be required to fly in small fixed-wing or rotary-wing aircraft. Emergency law enforcement operations will require entry into hazardous environments, exposure to dangerous persons, animals, and substances, and potential exposure to infectious diseases.

All qualifications must be met by the closing date of this announcement, Friday, August 07, 2015. Qualifying experience may be obtained in the private or public sectors. To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as the selective factors as described in the occupational/assessment questionnaire and as outlined below.
Specialized Experience GS-09: possess one year (12 months) of specialized experience equivalent to the GS/GL-07 level in the federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of a Park Ranger (Protection), Law Enforcement. Specialized experience is experience performing law enforcement duties for the protection, conservation, use, and management of natural and/or cultural resources in park areas or similar operations, which involved the application of law enforcement authorities and procedures to protect visitors and resources. Education: at least 2 full academic years of progressively higher level graduate education or master’s or equivalent graduate degree related to the occupation such as law enforcement/police science, criminology or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.

Requirements
1. If new to Federal Civil Service, you will be required to serve a probationary period of 1 year.
2. This is a Drug Testing Designated position with random testing throughout the tenure of this appointment.
3. Prior to appointment the person selected must pass a pre-employment medical test and be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties and pass a medical examination (which includes vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. The agency will pay for this examination.
4. The duties of this position require arduous physical exertion involving walking, running, lifting, standing, use of firearms, and exposure to inclement weather. The Physical Efficiency Battery (PEB) is a fitness test consisting of five different components: 1) agility run – measures the ability to get up from the ground and sprint while changing directions; 2) bench press – measures the upper body strength for one repetition; 3) 1.5 mile run – measures cardio/respiratory fitness; 4) sit and reach – measures the flexibility in the lower back, legs and shoulders; and 5) body composition – measures the body fat. Prior to appointment, applicants will be tested in all five components, but only the agility run, bench press and 1.5 mile run will be measured for a passing score in the 25th percentile (age and gender adjusted) of these components. These procedures will ensure that law enforcement officers are capable of performing strenuous physical training and law enforcement duties. Applicants shall be disqualified for appointment if they fail to meet any physical requirements.
5. Applicants must possess a valid state drivers license. As a condition of employment, you will be required to submit a completed GSA Form 3607, Motor Vehicle Operator’s License and Driving Record.

SELECTIVE FACTOR: Age Requirements: This is a COVERED primary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS) approved “PRIMARY/RIGOROUS”.
