MSH seeks a Senior Talent Acquisition Specialist for bids and proposals. The individual is responsible for managing the delivery of full life cycle recruiting and staffing on a worldwide basis for new business development proposals. He/she will source, generate leads, identify, screen, interview, negotiate offers with, and recommend candidates to be included in MSH proposals. This position will be located in MSH’s Arlington, VA or Medford, MA office.
Specific Responsibilities
- Identify top talent for MSH proposed positions for global bids.
- Take the lead in the full spectrum of recruitment activities from initial job identification and posting to submission of proposal. Activities include: drafting and posting job descriptions; conducting internet and database searches; networking both internally and externally; and recruiting in-country and at professional association conferences and selected college career fairs.
- Work with individual MSH hiring managers and Technical Strategy Leads to define recruitment needs in the context of proposal staffing plans; develop clear job descriptions and recruitment plans; solicit CVs and other required candidate information such as compensation, citizenship, work authorization, letters of commitment, bio-data forms, etc.; negotiate offers; prepare and keep updated a staffing matrix; and keep hiring managers and applicants informed in a timely manner.
- Create a positive candidate and hiring manager experience through the full cycle of screening, interviews, offer, acceptance and beyond.
- Travel periodically to our international locations to participate in field recruitment activities, including helping to obtain information on local-market HR practices, and benefits and compensation offered by local organizations.
- Maintain ongoing relationships with candidates that may be best suited for other current/future MSH open positions.
- Contribute to the continual improvement of recruiting strategies and processes within the Talent Acquisition team.
Qualifications
- Bachelor’s degree plus a minimum of 6 years (or Master’s degree and 4 years) of demonstrated success supporting recruiting for proposals preferably in international locations and with USAID, World Bank, DfID, Gates Foundation or similar donors;
- Solid recruiting, sourcing, research, and cold calling experience with wide variety of sourcing vehicles, including internet sourcing/advertising, direct sourcing, social media, and employee referral campaigns;
- Significant knowledge of HR and recruiting functions, practices, and approaches;
- Strong collaborator with effective interpersonal communication skills who enjoys working across countries, cultures, and organizational units;
- AIRS Certification strongly preferred;
- Demonstrated ability to work, manage, and meet competing deadlines;
- Effective written and verbal communication skills required. Capable of managing conflict and conflicting views;
- Willingness and ability to travel internationally to countries in which MSH works, and domestically;
- Proficiencies with Applicant Tracking Systems, MS Office Suite, and Human Resources Information Systems.
