A successful candidate in this position will serve as the clerical and administrative assistant to the Site Director, Site Lead and staff to support administrative operations; provide liaison services for the Portsmouth Office with other PPPO offices; provide timely advice to implement policies, directives, and instructions and; informs the staff of current issues, programs, plans, and schedules.

As a Secretary (OA), you will:
- Maintain and control Site Director and Site Lead’s calendar
- Receive and screen all calls and visitors
- Receive and review all correspondence, reports, etc.
- Research, gather, analyze, consolidate, and develop reports, using a variety of sources, documents and software
- Utilize information technology software in preparation of correspondence and other typed material
- Make all necessary arrangements for travel
- Arrange meetings, including space, time, and participants

For qualification of this position at this grade level (GS-07), a candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service, OR 1 academic year of graduate education provided it is directly related to the work of the position; OR a combination of experience and education.
Specialized experience includes providing secretarial and administrative support in a high-paced professional environment, and performing the following duties:
- preparation of memoranda, letters, meeting notes, and other documents in final form;
- regular use of personal computers, copiers, scanners and facsimiles;
- intermediate experience with Microsoft Office Products, including Word, Excel, Outlook, PowerPoint and Access;
- experience managing a records management system and action tracking system for incoming and outgoing correspondence/documents;
- experience maintaining calendars and schedules at an executive level; and
- experience performing timekeeping duties for the Manager and staff.
In addition to meeting experience requirements, applicants for this position must show possession of 40 words per minute typing speed. Applicants may meet this requirement by presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Verification of proficiency skills of self-certified applicants may be done by administering the appropriate performance test prior to selection.

OTHER REQUIREMENTS:
- The duties and responsibilities of this position require the incumbent to have access to highly classified documents and/or materials which are related to the nuclear weapons program protected by the Atomic Energy Act. The position requires the incumbent to possess a DOE “Q” clearance and is subject to drug testing.
- The selectee must test negative prior to being appointed and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.
HOW YOU WILL BE EVALUATED:
The Department of Energy uses an application tracking system to evaluate the responses you provide in the applicant assessment questionnaire to place you into an initial quality category via OPM’s Category Rating procedures. Then, the HR Office and/or Subject Matter Expert (SME) will conduct a quality review of your application and supporting documentation to ensure you have been placed into the appropriate quality category.
Your application is rated based on the extent and quality of your experience, education (when applicable), and training as described in your resume and applicant assessment. Your credentials are measured against the established duties of the position at the grade level(s) being advertised.
The quality categories are usually defined as “Best Qualified”, “Well Qualified”, and “Qualified”, although they may differ slightly based on individual agency policy.
If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of “well qualified” which is defined as having a score of 85 or better.
