PSI anticipates being awarded a multi-year year project for an estimated $30 million for a user-centered program focused on increasing both demand for and access to a full range of quality, voluntary contraceptive services for adolescents in Ethiopia, Nigeria and Tanzania. The Deputy Director should have: significant experience in project management, organizational development, health programming, donor reporting and financial management experience on large donor budgets ($10M and up); a demonstrated track record in successfully managing government, donor, and sub-grantee relations; a commitment to capacity building; and, a strong interest in adolescence sexual reproductive health. The Deputy Director will coordinate the achievement of project deliverables teams across the three countries. The Deputy Director will report to the Project Director and will be based in Washington, DC. This is a full time position with up to 30% travel with a projected start date of October 2015.

RESPONSIBILITIES:
- Lead program management and financial management of the project, including:
- Donor financial reports, project budgets, monitoring of project expenditure, compliance of financial systems and controls with donor standards
- Tracking and achievement of all project deliverables per the contract
- Sub-contract development and negotiations with consortium members
- Overseeing the prime award and any subaward implementation, ensuring compliance with PSI and donor standards and timely submission of agreement requirements.
- Leading finance and program work planning and reporting, with guidance from Project Director and inputs from technical team; ensuring timely submission of donor invoices and reports.
- Facilitating HQ cross-departmental support for the program.
- Facilitating cross-platform communications, implementation and adherence to workplan, reporting and compliance requirements.
- Provide remote and in-country financial and program management for PSI country financial teams involved in the project.
- Represent project in all financial and administrative aspects to the donor, consortium partners, auditors and PSI HQ.
- Assist the Project Director in:
- Representation of the project to the donor and consortium members, including attending key project meetings particularly in project director’s absence.
- Implementation of the adolescent reproductive health project and related country specific coordination with PSI country teams, backstopping teams, project partners and the donor.
- Developing country specific implementation plans including timelines and assigned roles and responsibilities.
- Disseminate program learnings around adolescent reproductive health and user-centered designed processes
QUALIFICATIONS:
- MBA, MPH or other advanced degree or equivalent experience;
- At least 8 years of program management experience with 2 years of field experience in sub-Saharan Africa; experience working on reproductive health programs is a plus
- Experience working with donors such as the Bill and Melinda Gates Foundation, UKAID, USAID, CIFF etc
- Excellent English oral and written communication skills;
- Experience and excellence in working with large, diverse teams.
