Crown Agents USA (CA-USA), the U.S. incorporated subsidiary of Crown Agents, provides direct technical assistance, capacity development, and procurement services to stimulate economic growth, establish good governance, and improve health outcomes across the developing world. Since its incorporation in the United States in 1998, CA-USA has provided technical assistance services and support to U.S. Government agencies and international organizations such as the U.S. Agency for International Development (USAID), the Millennium Challenge Corporation (MCC), the U.S. Trade and Development Agency (USTDA), Department of State (DOS), and the Gates Foundation.
Role & Responsibilities
To contribute to the profitable growth of CA-USA by:
- Managing the Human Resources department while providing a full and professional Human Resources service to the company.
- Working with business managers and staff in the development of a performance management culture and the delivery of business goals.
Specific Responsibilities
Human Resources Management
- Manage and oversee the domestic and international Human Resources function.
- Update, maintain, and provide orientation programs for new employees.
- Review Human Resources policies and practices to maintain compliance with local and international labor laws while gauging for industry best practices.
- As changes in law require, produce and share information to Human Resources group.
- Manage, implement, and provide revisions to the Annual Performance Evaluation process.
- Research local labor laws and provide recommendations for employment actions.
- Draft local, third country national, and expatriate benefit and allowance packages for contingent positions.
- Provide support in the international offer and employment agreement drafting process.
- Administer benefits programs for local, third country national, and expatriate staff.
- Collect Human Resources metrics, analyze the data, and report trends.
- Manage all associated tasks leading to a smooth operating environment for the HR department.
Compliance
- Oversee the accurate documentation of Human Resources related filings including EEO, Vets 100.
- Investigate and resolve HR issues in conjunction with international office representatives.
- Update Employee Handbooks to reflect changes in company procedures or benefits.
Personnel Management
- Manage, supervise, mentor and train HR Staff.
- Guide, monitor and appraise HR staff regarding annual performance targets that support Recruitment & Business Operations goals as framed in the Annual Operating Plan.
Employee Relations
- Counsel staff on work and personal matters within a confidential, empathic and business-aware environment.
Special Projects
- Design, develop and administer special projects, including the employee awards programs.
- Assist the parent company with the implementation of upgrades to the shared HRIS system.
- Maintain corporate Human Resources websites.
- Other duties as assigned.
Qualifications
- Bachelor"s Degree in Human Resources, Business Administration, or a related field required.
- PHR certification preferred.
- Fluency in English is required.
- Legal ability to work in USA is required
- Related work experience directly supervising and providing mentorship and guidance to Human Resources team members.
- Five or more years of Human Resources experience with demonstrated work history in the areas of employee relations, benefits administration, knowledge of domestic and international labor law application, reviewing employment offers, and compensation planning required.
- Three or more years’ international Human Resources experience, preferably in international development.
- Must demonstrate personal attributes such as loyalty and integrity in addition to being determined and thorough, which is inherent in this position.
