Position Summary


The Senior Grants Accountant will apply GAAP to perform pre and post-award administration and management for multiple and complex grants, subgrants, and contracts ensuring strict compliance with donor, Freedom House, and regulatory requirements. This position is based in Washington DC and reports to the Senior Grants Manager.


Minimum Qualifications


  • Bachelor’s degree in accounting, finance, or business with emphasis in finance

  • Master’s degree in accounting, finance, or business with emphasis in finance preferred

  • Working knowledge of U.S. federal regulations for awards specifically OMB A-110, OMB A-122, 22 CFR 226, 22 CFR 228 and 22 CFR145

  • Four to six years of experience in grants management, auditing, or finance, with emphasis in grant accounting

  • Two to three years of experience in international non-profit finance or accounting

  • Two years of experience with USG grants administration

  • Knowledge and ability to apply GAAP, and work within strict guidelines and procedures

  • Expert knowledge of general ledger, transaction analysis, budgeting, and account reconciliation

  • Knowledge of grants administration, and ability to interpret grants-related governmental documents and accurately respond to them

  • Strong ability to understand the flow of transactions and use an integrated accounting system

  • Ability to apply superb attention to detail and consistently produce timely and error-free work

  • Strong ability to plan, organize, prioritize work, and multi task under pressure to meet tight deadlines

  • Ability to successfully work with diverse groups with limited or no understanding of finance

  • Strong analytical skills, excellent judgment in problem solving and decision making

  • Excellent interpersonal skills with a client-service focus, and respond to inquiries in a courteous and professional manner

  • Ability to effectively manage time to meet goals and deadlines in a fast paced environment

  • Strong ability to communicate effectively in English, both verbally and in writing

  • Ability to use accounting software such as Deltek CostPoint, and Cognos Report writer

  • Proficiency with MS Office applications, and expert knowledge of Excel, and Word

  • Basic awareness and understanding of human rights and democracy promotion

Some Duties and Responsibilities


  • Ensure all grants, contracts, and subgrants are expended in compliance with funder requirements and Freedom House policies and procedures

  • Provide financial evaluation of programs and advise program managers on the financial implications of different program implementation plans and outcomes

  • Prepare monthly financial status reports, review and analyze trends, costs, financial commitments, and obligations incurred

  • Generate journal entries and reports, and verify postings against invoice/supporting documentation

  • Prepare reports, reimbursement requests, and drawdown of funds in strict adherence with funder requirements

  • Reconcile accounts and maintain accurate and complete grant related records in line with Freedom House guidelines and policy

  • Close out grants and contracts in line with requirements, and ensure safe storage of grant documents

  • Apply broad conceptual judgment, initiative and ability to deal with complex grants/contracts issues

  • Maintain financial security by enforcing internal controls, and accounting regulations

  • Provide standard and ad hoc reports in user friendly formats to authorized personnel as needed

  • Serve as the point of contact for assigned grants and subgrants including compliance related inquiries

  • Assist supervisor in streamlining processes, and in developing best practice procedures

  • Ensure that all work is audit-ready, and work with colleagues and auditors to ensure a clean audit

  • Monitor applicable federal regulations for changes and updates to grants and subgrants

  • Share knowledge of accurate processes and procedures with new hires, and other staff members

  • Assist to recruit, train, and develop staff, and provide accurate and timely feedback as required
