Social Impact (SI) is a Washington, DC-area international development management consulting firm. The SPCB pillar provides SI’s management consulting services, including workforce and organizational capacity assessments, business process analysis, operations and program strategic planning, project design, organizational re-design, change management, and the full range of performance management services, from indicator development and setting baselines and targets, to data quality assessments and helping clients develop data quality assurance systems. We provide training, technical assistance, coaching, and Meyers-Briggs Type Indicator (MBTI) assessments and workshops, as well as organization re-design, management assessments, structured and Open Space Technology retreats, and a full range of customized support to clients seeking to improve organizational performance.

Position Description:


SI is seeking an experienced, full-time Technical Director (TD) to be based in Arlington, VA. The Technical Director has senior level technical service delivery responsibilities on SPCB projects and is qualified to serve in one of the following roles at the project level: project director, team leader, and/or Senior Technical Advisor. He/she also plays a significant role in proposal development, knowledge creation, and creating and maintaining relationships with key stakeholders among SI’s clients and partners. The Technical Director is a thought leader in the company bringing state of the art expertise, methodology and experience to bear on SPCB and cross-matrix Social Impact projects. He/she is a recognized expert in strategic planning, organizational development, human and institutional capacity building, and performance management, as well as particular sector/content area(s) in which SI works such as gender, democracy and governance, health, economic growth, conflict and crisis, education, etc.


Responsibilities:


Direct Service Delivery:


  • Serves in one of the following roles on projects: project director, team leader (this may also be a sub-team if the project is large with multiple sizeable components), Chief of Party (COP), Deputy Chief of Party (DCOP) or other senior technical role as required by specific projects. Performs the tasks required by the specific project role, applies advanced technical knowledge and state of the art methodologies and practices to project work. Ensures the technical quality of project level work.

  • In cases where the TD is not serving in a leadership role on a project, the TD may serve in the capacity of the Senior Technical Advisor (STA) on specific projects, providing technical advice and quality assurance services to the team implementing the contract. In this role, the STA will provide guidance to internal Team Leaders and oversight to external team leaders in terms of technical quality.

  • Support clients in developing results-oriented strategies, program and project-level performance management plans, and training curricula related to strategic planning, performance management, data quality, and compliance with USG rules and regulations for results oriented management.

  • Lead management assessments and implement Human and Institutional Capacity Development (HICD) engagements to identify performance gaps and propose and implement solutions packages tailored to client operating environments.

  • Serves in other senior technical roles as required by specific projects.

Business Development:


  • Collaborates with the business development team and serves as the technical lead or as a technical writer on multiple proposals a year, including at least six complex proposals a year requiring high levels of technical input.

  • Applies advanced technical knowledge and skills to develop winning technical approaches for SI proposals allocated to SPCB.

  • Identifies technical experts and team leaders to be included on proposals. Interviews and assesses technical capacity of the proposed staff.

  • Provides guidance on the development of a budget in terms of time needed to carry out particular technical tasks.

  • Contributes to the identification of new opportunities for Social Impact, and monitors upcoming initiatives carried out by various international donors.

Thought leadership:


  • Is a recognized technical expert in the company in SPCB and in the sectors in which SI works, and applies that expertise to SI projects and proposals.

  • Develops knowledge assets and new technical approaches to strategy, performance, and capacity-building that differentiate Social Impact in the marketplace.

  • Participates in relevant external communities of practice and represents Social Impact at technical conferences, meetings, and with clients.

Other:


  • Serves as a coach/mentor to junior technical staff (Technical Specialists, Senior Technical Specialists). While the Technical Director is not the supervisor of these staff (who will be typically supervised by a Program Director), the technical coaching provided by the TD is an important aspect of the junior staff members’ professional development. This relationship may be represented as a dotted line relationship on the company’s organizational chart.

  • Supports internal initiatives at the departmental and company level as time permits.

Qualifications:


Knowledge, Skills, and Abilities:


  • Demonstrated expertise in multiple SPCB service areas (management consulting, strategy, organizational development, HICD, performance management, training).

  • Technical expertise in one or more sectors (e.g. environment, climate change, gender, food security, conflict management, peacebuilding, natural resources, education, youth, health).

  • Academic training and practical experience in management consulting in the international development context.

  • Thorough knowledge of U.S. government and/or donor contracting practices as well as their strategic objective and the technical areas in which they work.

  • Demonstrated ability to establish and maintain effective working relationships with co-workers, donors, business professionals, and the general public.

  • Demonstrated ability to oversee and manage multiple complex projects simultaneously and provide advice and guidance in a timely fashion.

  • Strong leadership, interpersonal, entrepreneurial, management, and writing skills required

  • Able to work effectively under tight deadlines.

  • Proficiency in a foreign language, such as Spanish or French, a plus.

  • Ability to travel overseas on assignment for short-term assignments.

  • Demonstrated expertise in multiple SPCB service areas (strategy, organizational development, HICD, performance management, training).

Education and Experience:


  • A minimum of a Masters, plus 12 years of relevant profession experience or a Ph.D. with 8 years of professional experience in such subject areas as economics, statistics, public policy, international development, or other related social sciences. Work experience should demonstrate a minimum of 5 years in lead technical roles (e.g., COP, DCOP, PI, Team Leader) relevant to Social Impact’s core service areas.

  • Experience working in developing countries preferred.

  • Experience overseeing evaluations either domestically or internationally, with a preference to those candidates who have experience undertaking evaluations, performance monitoring, strategic planning or capacity building in developing countries.

  • Demonstrated experience authoring evaluation reports, peer reviewed journal articles, and books published by an academic press.
