United States of America: Project Director for HIV/AIDS Programs

Population Services International (PSI) is a non-profit public health organization, operating in more than 65 low and middle income countries. PSI creates demand for essential health products and services using public and private sector techniques and innovative communications campaigns. On the supply side, PSI works with the commercial, non profit and public sectors to increase access to health products and services for low income and vulnerable populations. All of our efforts are aimed at achieving large-scale behavior change that results in measurable health impacts. PSI markets behavior change, products and services for HIV/AIDS prevention, clean water, family planning, malaria control and maternal and child health.

PSI anticipates being awarded a multi-year research and marketing project to conduct user-focused research to increase uptake and correct and consistent use of microbicides by women at high risk for HIV infection. Specifically, the project will use diverse research methodologies to identify drivers of and barriers to microbicide use and will apply these findings to inform microbicide product design, packaging, positioning and promotion. Finally, the project will provide technical support for communication, demand generation, and adherence and retention interventions in countries where new microbicide products are launched. The project will be implemented over a five year period in two countries in southern Africa.

PSI is seeking candidates for the position of Project Director. The Project Director will manage a multi-partner, multi-country project, providing leadership, management, technical support and coordination with partners, host country governments, PSI staff and donors at both the headquarters and field levels.

The successful candidate will have 10+ years of experience in implementing, researching and/or managing HIV programs, be a recognized leader in the global HIV/AIDS community, and have a strong understanding of biomedical HIV prevention technologies including microbicides and PrEP.

This full-time position will be based in Washington D.C.

RESPONSIBILITIES: The Project Director will

Manage and oversee implementation of multi-country research studies and the resulting evidence-based product market designProvide leadership and technical expertise to partners and in-country management teams, including short-term technical consultantsActively represent the project externally, serving as the main point of contact with partners and the donorActively establish leadership in the global forum on HIV and microbicides and collaborating with varied audiences and stakeholders, including government, donors, sub-grantees, multilateral organizations, beneficiary communities, the media and civil societyProvide a liaison function between PSI headquarters, project partners and funding partners;Guide PSI partners in strategy and implementation of better practices and innovations in increasing uptake and adherence to HIV products and servicesExceptional managerial and operational experience, preferably managing complex, multi-national/regional activities involving coordination with multiple program partner institutions.Supervise the Project Administrator, Senior Marketing Advisor and Senior Research AdvisorEnsure high-quality periodic reporting in line with the donor and PSI requirements

QUALIFICATIONS:

10+ years of experience in implementing, researching and/or managing HIV programsA Master’s degree or other relevant advanced degree in project related field (preferably MPH or MHS);Experience implementing and managing large, multi-country HIV interventionsA strong understanding of biomedical HIV prevention technologies including microbicides and PrEPPrevious work in sub-Saharan Africa preferredPrevious experience with microbicides or PrEP preferred.Familiarity with U.S. government donor policies and procedures (e.g. USAID, CDC)Experience in Evidence-based program design and implementationSupervising and managing large staff and budgets across countriesStrong strategic planning skills and excellent interpersonal skills.Willingness to travel approximately 30%Fluency in oral and written English
