Chemonics seeks a senior-level energy lead to serve as director for the anticipated Power Africa Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Power Africa program seeks to remove barriers to economic growth and spur trade and investment by supplying electricity to underserved communities across Africa while also mitigating long-term greenhouse gas emissions. Power Africa will increase supply of and access to reliable, affordable, and sustainable power for millions of Africans and bolster enhanced, responsible and transparent energy resource management. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Liaise with USAID and other Power Africa Working Group members
- Provide support and leadership in the areas of transaction advisory services, green-growth or clean energy development, energy policy and regulatory matters, energy project finance, electricity sector planning and restructuring, and private-public partnerships
- Serve as chief of party, as needed, for relevant task orders in Power Africa designated countries
- Oversee IDIQ-level coordination with other USAID implementing partners
- Support the production of Power Africa task order proposals and other relevant business development efforts
- Manage home-office and field-office based staff
Qualifications:
- Bachelor"s degree in public financial management, civil engineering, energy financing, or other relevant field required
- Minimum 10 years of experience implementing public or private sector energy programs focused on energy planning in Africa, electricity sector planning and restructuring, energy policy, utilities regulation, and energy finance and transactions. Prior USAID chief of party experience strongly preferred
- Experience building the capacity of regional, national, and local institutions, and private sector partners
- Ability to establish and maintain relationships with high-level national and local government officials and other key stakeholders
- Experience in hiring and supervising host country local personnel
- Experience in financial management, including budgeting, tracking, reporting, and accounting, and procurement
- Demonstrated leadership, versatility, and integrity
- Fluency in written and oral English required; proficiency in French and/or Portuguese preferred
