The Project
The Partnership for Supply Chain Management (PFSCM) brings together multiple private sector, non-government and faith-based organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains; the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit in 2010 and was a finalist in the 2012 Supply Chain Innovation Award Competition sponsored by the Council of Supply Chain Management Professionals(CSCMP) and SupplyChainBrain.In addition, PFSCM implements other supply chain management projects with other client/donors as appropriate.
Role & Responsibilities
The Procurement Specialist Lead directs and manages the Procurement Specialists’ and Supply Delivery Coordination activities for items covered under the SCMS contract. The Lead will coordinate and liaise with the other SCMS management staff to ensure the timely tendering, quoting and purchasing, to meet the needs of the SCMS clients and adequate managements of key steps of the process to ensure a prompt supply of orders from the vendors and delivery into recipient countries. The Lead will be accountable for ensuring client demands and contractual obligations are met for the procurement of all commodities and the prompt processing of delivery and exportation/importation from/into countries.
Specific Responsibilities
- Organize, lead and manage a team of the SCMS Buyers and coordinators in full accordance with PFSCM policies, Standard Operating Procedures (SOPs) and World Instructions.
- Manage the assigned team to make sure they follow uniform processes
- Provide guidance to the team for the efficient and adequate management of the SCMS orders (orders priority, orders allocation to buyers and SDCs)
- Manage, mentor, and periodically evaluate the performance of individual buyers and SDCs, in accordance with PFSCM policies and procedures.
- Responsible for teams’ performance including PQ/PE/PO and ASN turnaround time
- Responsible for operational relation management with vendors
- Responsible for SOPs implementation, continuous improvements and updates
- Implement process changes and improvements within buyers and SDCs team
- Responsible for RFQ and vendors selection in line with PFSCM guidelines and policies
- Responsible for Export Docs/ASN check and quality
- Responsible for the accurate implementation of vendors selection
- Responsible for the timely filing of documents necessary for the prompt payment of suppliers
- Responsible for the adequate filing of all necessary documentation to ensure efficiency in vendor payments
- Responsible for PQ/PE/PO check and quality including negotiation memos
- Responsible for timely and accurate data inputs in system and continuous improvements
- Responsible for quality and timely issuance of shipment overviews
- Responsible for appropriate communication between buyers, SDCs and clients
- Monitor the prompt contribution and/or handling of orders- and shipment related complaints and incidents, client relations and PFSCM Quality team as part of SCMS incident management
- Coordination with F&L, Client Relations’ teams for the purpose of daily operations
- Responsible for continuous products’ registration by vendors
- Perform other duties such as transactional procurement activities, as needed and directed by the SCMS Procurement Operations Manager or his designee
Qualifications
- A Bachelor degree in logistics, management, public health, business or other related area; OR four additional years of combined educations, experience and training
- At minimum eight years of experience executing and/or managing commodity procurements funded by international donors, including at least four years’ experience managing procurements of health-related commodities
- Fluency in English; second language is a plus (particularly French)
- Must be eligible to work in the United States.
- Experience in transport and logistics (international freight forwarding, import/export regulations including INCO terms and custom clearance procedures) is highly desired
- Previous experience supporting national government health-related programs in a low or moderate income environment
- Proven, successful experience communicating and collaborating effectively with national and sub-national governments, international donors, commercial companies, non-governmental organizations, and other program partners
- Demonstrated success leading/mentoring a team to fulfill stated objectives
- Proven ability to work both independently with little supervision, as well as part of a team
- Knowledge of US Government Federal Acquisition Regulations
- Previous experience in personnel management (including performance
- Excellent writing and oral presentation skills
- Demonstrated facility with Microsoft Office Suite applications, including Word, Excel, Outlook, Project and Power Point.
- Limited domestic and international travel
