The OTI Database/Systems Administrator is a full-time Personal Services Contract (PSC) position at the GS-11/12/13 equivalent level and located in Washington, DC. INTRODUCTION:
As a member of the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA)/OTI Information and Technology (IT) Team, the Database/Systems Administrator will support USPSC employees and program operations by developing and supporting OTI web applications that in turn support program implementation staff in the field. Members of the IT Team work in a fast-paced environment and support the full development life cycle. The team has daily interaction with both state-side and international users, and gain a wealth of experience learning to implement or backstop all of the various facets of a small-scale yet modern web application. Our portfolio of applications manages DC-based operations, as well as small grant programs implemented throughout the world in support of USAID’s mission, containing a robust geospatial element.
DUTIES AND RESPONSIBILITIES: (insert from solicitation, only the bullets)
At the GS-11 level:
- Maintain Database server and archived data;
- Establish and manage server security and other required updates;
- Create and manage backup and recovery processes;
- Generate Reports/Views as needed;
- Maintain and update various server environments;
- Perform regularly scheduled backups and when needed, restoration;
- Plan OTI"s storage and future database requirements;
- Conduct analysis and improve efficiency of databases;
- Document and maintain server tasks and improve overall system performance;
- Establish and maintain user roles and access levels;
- After an initial learning period, develop data model, dictionary, schema, and maintain data integrity of all OTI systems;
- After an initial learning period, provide orientation, training, and mentoring for new staff that have since on-boarded as delegated; communicate with supervisor to recognize good performance and communicate where performance needs to be improved;
- As needed, serve on short-term assignments with other USAID offices or bureaus in direct support of OTI programs. These placements shall not exceed three months;
- Perform all other duties as assigned by the supervisor.

- When required serve as Acting Team Leader for the OTI IT Team in his/her absence;
- After an initial learning period, provide orientation, training, and mentoring for new staff that have since on-boarded as delegated; communicate with supervisor to recognize good performance and communicate where performance needs to be improved;
- As needed, serve on short-term assignments with other USAID offices or bureaus in direct support of OTI programs. These placements shall not exceed three months;
- Perform all other duties as assigned by the supervisor.
MINIMUM QUALIFICATIONS:
At the GS-11 level:
- Bachelor’s degree in Computer Science or similar technical field, with one (1) year of experience in database maintenance and system administration;
OR
Associate’s degree in Computer Science or similar technical field, with two (2) years of experience in database maintenance and system administration.
At the GS-12 level:
- Bachelor’s degree in Computer Science or similar technical field, with three (3) years of experience in database maintenance and system administration;
OR
Associate’s degree in Computer Science or similar technical field, with four (4) years of experience in database maintenance and system administration;
AND
- Demonstrated experience in the designing, development and maintenance of data models, dictionary, schema and databases;
- Demonstrated experience maintaining high-availability systems in a cloud-based environment, including sizing server and storage needs.
At the GS-13 level:
- Bachelor’s degree in Computer Science or similar technical field, with five (5) years of experience in database maintenance and system administration;
OR
Associate’s degree in Computer Science or similar technical field, with six (6) years of experience in database maintenance and system administration;
AND
- Demonstrated experience in the planning, designing, development and maintenance of data models, dictionary, schema and databases;
- Demonstrated experience maintaining high-availability systems in a cloud-based environment, including sizing server and storage needs.
