1 BACKGROUND
Foreign victims of trafficking face a multitude of obstacles, which often severely limit the victims" capacity to access social services, enter legal forms of employment, and ultimately become self-sufficient. Victims of trafficking without certification are ineligible for public benefits such as non-emergency food assistance and health programs, and are unable to participate in the Matching Grant Program [1].
In 2012, the IRC began implementation of a demonstration project in Miami, Phoenix, and Seattle that built upon existing programs to reach pre-certified foreign trafficking victims, as well as other foreign trafficking victims who are currently ineligible for Matching Grant services, with enhanced employment training and services. Silver Spring was later added in 2015. The Project aims to produce two types of results: 1) quantifiable employment-related benefits for pre-certified foreign victims of trafficking, and 2) substantive research on the efficacy of the project approach that can be used to inform the planning process for similar projects in the future.
As part of the project evaluation, client outcomes from these four project sites will be compared to similar sites who served pre-certified foreign victims of trafficking where clients did not receive additional enhanced employment training and services. These comparative sites include Baltimore, Sacramento, and Los Angeles.
1 PURPOSE
The purpose of this consultancy is to complete an evaluation of the impact of the Enhanced Employment Services for Victims of Trafficking Project and its efficacy in supporting national anti-trafficking efforts. The ultimate goal of the evaluation will be to create an evidence base that will inform the future program model, strategy, and planning.
1 SCOPE OF WORK AND TIMELINE
The IRC is seeking a consultant to work with the National Programs Director and US Programs staff to evaluate the Enhanced Employment Services to Victims of Trafficking Demonstration Project.
This evaluator will utilize the methodology framework developed by Headquarters as a foundation to develop a comprehensive evaluation. This framework will outline the purpose of the demonstration project, its hypothesis or intended outcomes, and the project"s implications for similar projects and future replicability. A description of how data will be collected will be provided, variables will be identified and a description of how they will be measured will be provided, and actual as well as unintended outcomes will be defined and recorded.
The evaluation will consider project outcomes from enhanced employment services in Miami, Phoenix, Seattle, and Silver Spring and engage in a comparative analysis of Baltimore, Los Angeles and Sacramento sites. The evaluation should address questions regarding implementation (e.g., whether and how services were delivered to the target populations), and questions regarding effectiveness of the project: what activities seem to work best, for which clients, and in what circumstances.
The following are activities that the evaluator is expected to complete:
- Finalize methodological approach
- Conduct site visits to project sites
- Conduct interviews with clients and staff
- Review program elements
- Conduct data analysis on information collected through surveys and tools
- Provide a report on findings and include recommendations
Continue to provide consultation through the final report
1 QUALIFICATIONS
The evaluator should have the following qualifications:
1 Masters-level degree or 6 years professional work experience related to the below activities
2 Research or evaluation experience
3 Demonstrated success with qualitative data collection and analysis
4 Familiarity or experience with participatory data collection and analysis
5 Strong research writing skills; experience writing evaluation reports is required
6 Basic understanding of refugees, especially human trafficking victims, preferred
1 PROPOSAL GUIDELINES
In order to simplify the selection process, the IRC requests that all interested applicants submit an evaluation proposal following the formatting guidelines below.
Format:
1 Overview- Describe your understanding of the work to be performed.
2 Professional Experience- Describe what sets you apart from others who may be considered for this project. This should include an explanation of your qualifications for serving nonprofit organizations with a similar size and/or operations.
3 Approach and Methods- Describe your philosophy and the approach and methods you intend to use to implement this evaluation. Provide a work plan that illustrates you or your team"s ability to perform the work within the time frame provided.
4 Fee Structure- Please provide a firm budget justification with estimate of fees for each proposed method used in consulting services to be provided.
5 Client References- Include a list of the relevant work and/or clients your team has served within the past three years and provide references whom we may contact.
6 Writing Sample- Provide a copy of an evaluation (or executive summary) recently accomplished. This could be a previous program evaluation report or similar document. The applicant should be a lead author on any writing sample submitted.
