PSI seeks a Senior Awards and Compliance Manager to provide technical and senior management oversight to the prime and subaward functions in the Grants and Contracts Department to support Regional Support teams and Network Member project teams throughout PSI"s programming areas by promoting sound grant and contracts management, timely review and negotiation support of prime awards and oversight of sub-awards as well as analysis of agreements, contracts and subaward workflows and templates.

The Senior Awards and Compliance Manager is responsible for supporting implementation of grants management operations to promote compliance across programs, including drafting policies and procedures to support PSI"s administration and management of grants, sub-awards and contracts, specifically for US and other government donors, The Global Fund, and private foundations. The Senior Manager shall also provide guidance to program and technical staff to improve their understanding of the terms and conditions of grants and contracts by providing donor compliance advice and training to ensure that programs are delivered with minimized compliance risk. In addition, the Senior Manager shall ensure proper administration of the Awards Database and oversee the integrity and dissemination of the data supporting prime and subaward information to the organization"s Headquarters management staff, Regional Support Teams and Network Members. Primary to successful performance is the ability to work collaboratively with regional staff and to train and build capacity of national staff and Sr. Awards and Compliance Officers. The Senior Awards and Compliance Manager will work to the highest ethical standards for award management and support sharing of best practices and tools. This position is based in Washington, D.C. and reports to the Director of Grants and Contracts.


RESPONSIBILITIES:

Systems Development:


  • Provide senior management guidance to support all aspects of the award processes.

  • Develop guidelines, procedures, standards, work processes, manuals, metrics and methodologies for a successful and comprehensive award management system.

  • Ensure that tools, systems and procedures support timely and accurate reporting to all users of award information.

  • Support liaison between new business and financial teams and systems to ensure continuity, accuracy, and adherence to key processes.

  • Assist with developing and maintaining strong working relationships with key partners and stakeholders, both internally and externally, within a multi-disciplinary, multi-cultural environment.

Grants Management and Reporting


  • Serve as the point of contact for the management of awards within a regional portfolio.

  • Ensure robust organizational awards management systems and controls for maintaining compliance with prime and subaward tracking requirements.

  • Develop standard templates and terms and conditions for award documents, subawards, contracts and corollary instruction and guidance documents.

  • Ensure effective and efficient operations in the areas of prime and subaward administration (grants, cooperative agreements and contracts).

  • Ensure accuracy of manual and electronic award files.

  • Develop tools and indicators to ensure quality and timeliness of all aspects of award processing and management.

  • Support communications with funders regarding the use of award funds for complex negotiations

  • As requested, conduct support or training field visits for compliance to applicable rules and regulations.

  • Assist in trouble-shooting issues as they arise.

  • Ensure that subawards are being effectively monitored and continuously contribute to PSI"s sub-award management capacity.

Training and Capacity Building


  • Lead the Awards and Compliance training support function by developing, organizing and presenting training modules (In-country, Webex, and HQ brown bag sessions).

  • Provide regular support and guidance to Sr. Awards and Compliance Officers as they develop training and capacity building skills.

Supervisory Responsibilities

Directly supervise one or more Award & Compliance Officers in accordance with the organization"s policies and applicable laws, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employee; and addressing complaints and resolving problems.


Job Requirements


QUALIFICATIONS:


  • MS/MA/MBA or equivalent years of experience. Additional years of relevant work experience may be substituted for education requirement.

  • 5-8 years in international Prime and/or Subaward/Subcontract Administration.

  • Demonstrated knowledge and prior experience working with major development funders rules, regulations and awards structure, including but not limited to the United States Agency for International Development (USAID), The Global Fund, KfW, DFID and other funding experience.

  • Previous experience with international nonprofit organizations preferred.

  • Previous experience providing compliance training in other countries.

  • High level of attention to details in all aspects of work responsibilities.

  • Excellent interpersonal skills to effectively interact with all levels of staff and sub-award recipients.

  • Proven ability to create and maintain effective systems for managing information, and tools for making information accessible and understandable to a broad audience.

  • Able to explain complex legal, regulatory, and administrative information to a broad range of individuals from various backgrounds.

  • Proven experience and ability to motivate and manage personnel in a dynamic and growing work environment.

  • Prior supervisory experience required.

  • Working knowledge of database applications, word processing and Excel, as well as experience with accounting software.

  • Excellent written and oral French language skills required.

  • Ability to travel 30% of the time.
