The National Cooperative Business Association CLUSA International (NCBA CLUSA) is the trade association for cooperative businesses in the United States and an international development organization. NCBA CLUSA provides cross-sector education, technical assistance, and advocacy that helps co-ops thrive. For nearly 100 years, NCBA CLUSA has sought to advance and protect cooperative enterprises, highlighting the impact that cooperatives have in bettering the lives of individuals and families. In the last 60 years, NCBA CLUSA has worked in over 100 countries in the areas of food security, agricultural development, strengthening of communities and farmer organizations, community-based health, natural resources management, and empowerment of smallholder farmers, women, and youth. We currently work in 15 countries in Africa, Latin America, and Asia.


NCBA CLUSA is currently seeking a qualified candidate for the positon of Business Development (BD) Senior Manager to support NCBA CLUSA’s New Business team, based in Washington D.C. The BD Senior Manager is responsible for managing proposal development activities, supporting the Director of Business Development and the business development team in their areas of responsibilities, and conceptualizing and developing winning approaches to bid opportunities.


ESSENTIAL AREAS OF RESPONSIBILITY:


1) Manage Proposal Development Activities:


· Recruit, train, manage, and evaluate BD Associate, BD Assistant and interns;


· Monitor Mission and Washington DC forecasts, Grants.gov, FBO.gov, and Devex.com;


· Develop and ensure maintenance of tools for team coordination including checklists, calendars, templates, and the BD tracker;


· Review final proposals for quality and consistency including the technical approach, management and staffing, past performance, branding and marking, organizational chart and other sections as required;


· Produce regular updates and new business reports;


· Manage and review of all partner proposal submissions;


· Contribute to technical design and submission to prime when NCBA CLUSA is a sub-contractor;


· Draft Work Plans;


· Review of the cost narrative to ensure that it aligns and supports the technical; and


· Serve as Final Copy Editor.


2) Support Director, Business Development:


· Plan BD portion of International Operations Plan;


· Coordinate Regional teams in BD activities;


· Gather market intelligence and forecast opportunities;


· Analyze regional team’s Congressional Budget Justification; and


· Identify International/Local Partnerships.


3) Supervise or support Business Development Team in their areas of responsibility:


BD Associate and Assistant


· Research competitors and market;


· Draft capability statements and past performance references; and


· Edit and format CVs and letters of commitment.


International Recruiter


· Recruit key staff for proposals


· Recruit early and continuously


Monitoring and Evaluation Specialist


· Plan Monitoring and Evaluation past performance plans.


Cost Proposal Manager


· Prepare cost proposal budget and narrative


· Write cost documentation


4) Technical Writer/Advisor:


· Conceptualize and develop winning approaches to bid opportunities;


· Identify, organize and participate in reconnaissance and design efforts in targeted countries;


· Assist with negotiations with partners and experts on particular bids;


· Develop and cultivate relationships with industry professionals to assist with the recruitment for key positions within prospective project teams;


· Identify resource requirements, and formulate and manage bid budgets accordingly;


· Lead and contribute to technically sound and client-focused proposal writing;


· Build and maintain relationships with partner organizations;


· Represent NCBA CLUSA at conferences or other public events on youth, women in development and other relevant areas;


· Other duties as assigned.


SUCCESSFUL CANDIDATES WILL HAVE THE FOLLOWING QUALIFICATIONS:


· Bachelor’s degree in a relevant field with 8 years of international development experience in business development management (e.g., each year of work experience may be substituted for each year of education required);


· Master’s degree preferred;


· Three (3) years of supervisory experience, or equivalent relevant work experience;


· Excellent editing and writing skills with fluency in English required; additional skills in French, Spanish and/or Portuguese are highly desirable;


· Knowledge of U.S. Government procurement process, including USAID and USDA;


· Proven track record in coordinating winning technical proposals for USAID and other donor agencies;


· Familiarity in one of NCBA CLUSA core sectors: food security and agriculture, democracy and governance, natural resource management, cooperative development, integrated youth, women and gender initiatives, and community-based health;


· Strong research, analytical, planning, coordination, and time management skills;


· Excellent interpersonal skills with demonstrated ability to manage proposal processes and team relationships to ensure effective collaboration by various contributors to the process, including contributors from multiple offices/units and at all levels of the organization. Demonstrated ability to handle the high stress environment of business development with diplomacy;


· Demonstrated good judgment and ability to prioritize multiple tasks simultaneously and work proactively;


· Ability to work under pressure and to tight deadlines in a highly effective and collegial manner;


· Ability to synthesize information from various sources into a compelling proposal;


· Proficient in Microsoft Office Suite (Word, Excel, Project, Outlook, PowerPoint);


· Ability to travel internationally up to 10%.
