The Global Health Fellows Program (**GHFP-II**) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).


GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.


Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.


BACKGROUND:


The USAID Neglected Tropical Diseases (NTD) Program supports 31 countries around the world in support of the World Health Organization (WHO) 2020 goals for the control and elimination of NTDs, specifically for lymphatic filariasis, onchocerciasis, trachoma, schistosomiasis and soil-transmitted helminthes. The Agency currently has an annual budget of approximately $100 million to support the community and school-based distribution of drugs donated by the pharmaceutical sector. The program aims to support countries through treatment and evaluation of impact in order to meet the criteria established by WHO to declare elimination. The core program is complemented by strategic investments in operations research and morbidity management and disability prevention. INTRODUCTION


The Neglected Tropical Diseases Advisor (Advisor) will serve on the NTD Team in the Bureau for Global Health, Office of Health, Infectious Diseases, and Nutrition, within the Infectious Diseases Division. The Advisor will receive programmatic direction from the NTD Team Leader and will serve as a member of the NTD Team, working closely with NTD Team technical advisors, and health staff in USAID regional bureaus and missions. The Advisor will support the technical excellence of USAID programs by coordinating appropriate technical assistance to country-level programs and ensuring cross-learning between countries. The Advisor will engage with USAID country missions and regional offices and other US Government agencies (USG) to ensure appropriate collaboration. The Advisor will also assist with monitoring any constraints to implementation and identifying solutions.


ROLES AND RESPONSIBILITIES


The Neglected Tropical Diseases Advisor will be responsible for:


  • Providing appropriate technical inputs and assistance to USAID/Washington and field-based programs for the review of grant applications, country-level work plans, and in support of NTD program implementation in USAID-supported countries.

  • Facilitating communication and coordination with USAID missions and partner agencies implementing NTD activities to maximize resources and program progress.

  • Liaising with other USAID regional and technical bureaus with investments that reinforce the USAID NTD Program goals and objectives to identify and develop coordinated efforts or initiatives that accelerate progress towards NTD control and/or elimination

  • Monitoring ongoing country-level activities under the NTD portfolio such as disease mapping, training, mass drug administration, surveillance and/or morbidity management, including traveling to visit field activities.

  • Assisting in the planning, budgeting and reporting of results from the NTD portfolio.

  • Assisting the USAID NTD Team in preparing, presenting and disseminating materials, briefings, reports, etc. for colleagues, Bureau, Agency leadership, and other partners.

  • Providing assistance to USAID regional bureaus and missions involved in NTD.

Level II


An Advisor at the level II will be further responsible for:


· Serving as the technical resource in one or more major program areas such as morbidity management, or soil-transmitted helminthes including linkages to the education and WASH sectors.


· Monitoring technical analyses, including fulfillment of a technical advisory role on a specific project providing mass drug administration in Western Africa.


International and domestic travel approximately 30%.


Training and professional development (7%)


· Keeping abreast of literature and latest developments in the fields of NTDs.


· Deepening knowledge of NTD programming.


· Participating in periodic interagency and intra-agency working groups as appropriate to SOW.


· Participating in professional continuing education and skills training within the purview of GHFP-II.


REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:


  • Master’s degree in public health or a related social science field preferable.

  • Experience with NTDs is preferred.

  • Experience working for USAID supported programs is preferred.

  • Demonstrated flexibility and openness in responding to changing work priorities and environment.

  • Demonstrated organizational skills.

  • Strong interpersonal, oral and written communication skills.

  • Strong team and networking skills.

  • Ability to work under pressure.

  • Ability to travel internationally.

  • Proficiency in French is preferred.

  • US Citizenship or US Permanent Residency required.

Technical Advisor I


  • 0-7 years’ experience in the field of international health, neglected tropical diseases, child survival or community health, with or without experience in an international or resource challenged setting.

Technical Advisor II


· Minimum of five (5) years’ in the field of international health, neglected tropical diseases, child survival or community health, with at least 2 years in an international or resource challenged setting.
