The Technical Advisor for Wealth Generation Pathways (WGP) will join a growing technical unit as part of PCI’s global International Office. This position will participate with interdisciplinary teams, providing capacity building support for field teams, technical leadership in wealth creation and income generation program design and partnership management, based on a market-driven/focused approach to economic development. This includes both in standalone WGP activities and programs, as well as within PCI’s programs across the sectors, such as within the Women Empowered Initiative, food security, and livelihood programming.


He/she will lead the design of WGP global programming and contribute to the overall technical direction of the organization in regard to WGP, including work with lead firms to design country-specific WGPs, as well as work with the M&E team and consultants to create field evaluations and monitoring tools to measure WGP impacts. The WGP TA will initially focus his/her time on building the capacity of field staff to effectively manage WGP “pilot” activities. The WGP TA will collaborate with colleagues across the organization in forging of WGP partnerships with private sector actors and “lead firms”, both in the field and at a global level. The WGP TA will also liaise with corporations, local businesses in the field, universities, government agencies and other NGOs, to make significant contributions to field programs through market-based approaches to economic development, helping distinguish PCI through strategic partnerships and WGP-inclusive programming.


Key Duties and Responsibilities:


  • Drive PCI’s WGP program design at field level, helping to identify country and cultural-specific linkages and WGP opportunities, including an initial focus on pilot WGP activities identified in support of PCI’s CGI CTA;

  • Provide trainings and on-going technical assistance on WGP integration in program design to build PCI’s capacity globally;

  • Support field teams in the development of a tool-kit or training resources for “training of the trainers” in building local capacity of WE groups and/or other community members groups to carry-out WGP identification and linkage creation (as opposed to PCI carrying out all in-country analysis);

  • Identify and share WGP, market-based resources and materials throughout PCI as part of PCI’s efforts to leverage knowledge and build staff capacity;

  • Collaborate with PCI’s Development and New Business Development Units to identify and solicit for funding;

  • Provide support for WGP-related resource mobilization, including monitoring donor priorities, drafting concept notes and integrating WGP into project proposals;

  • In coordination with the Development and New Business Development teams, the WE Director and other colleagues, represent PCI’s CGI CTA, WGP, WE Initiative and PCI economic strengthening activities in appropriate fora in various contexts (DC, Africa, Asia, Latin America);

  • Participate in policy dialogues around economic development based on market-drive approaches, ensuring that PCI’s perspective and experience is reflected in policy recommendations;

  • Write, publish and present on PCI’s WGP experience, research and project outcomes in peer-reviewed journals, conferences, workshops, etc.;

  • In collaboration with PCI’s M&E Unit, develop performance indicators and targets for WGP programming and support PCI in developing tools and conducting assessments to monitor progress and achieve targets;

  • Other duties as assigned. Required Skills Required Qualifications:

  • Bachelor’s or Master’s Degree (preferred) in economics, business administration, international development/relations, or a relevant social science or business discipline.

  • Minimum 6-8 years of experience working in international development, including field-based experience and a minimum of 5 years of experience in economic development programming, including market analyses, assessments, and preferable integration with rural livelihoods programming.

  • Experience as an economic development or market assessment expert of vulnerable populations, economically disadvantaged and poor communities in the following types of NGO projects or private sector markets: agriculture, livestock, natural resource, informal, urban, etc. and; at national, sub-national, community-levels.

  • Ability to travel domestically and internationally (estimated trips: 4-6 /year).

  • Demonstrated project and program management skills;

  • Experience in mentoring and training in market-based approaches to international development, collaborating with private sector actors, government and civil society groups, and program implementation with a market-based focus.

  • Experience with “lead firms”, social inclusion and working with marginalized/indigenous groups to profitably engage in value-chains.

  • Experience working with private and US Government donors is preferable.

  • Experience creating and implementing economic development assessment tools to monitor and evaluate projects and programs.

  • Familiarity with and experience in quantitative and qualitative participatory research methods.

  • Strong writing and communication skills, including documentation of program results, case studies and marketing/positioning materials; funding proposals; and donor reports.

  • Spanish language would be an asset.

  • Experience working with village savings and loan associations or other women’s financial services a plus.

  • Experience with the use of information technology for economic development programming a plus.

  • Passion for finding innovative solutions to market challenges.

  • Appreciation for links between wealth generation and social equity.

  • Ability to work with diverse stakeholders to develop collaborative approaches to wealth generation.

  • Ability to adapt and apply lessons learned from setbacks.
