YOU WILL
- Manage the procurement unit and collaborate closely with other unit leads and senior project management to ensure the procurement function operates effectively and efficiently to bring excellent service, commodity security, low cost and/or best value to the project.
- Develop the overall procurement strategy and oversee the management of all aspects of essential health commodity procurement including selection and administration of subcontracts with suppliers; insurance and delivery; and quality assurance as required.
- This position is global in its scope, and it facilitates coordination with U.S. Government projects and other high profile donors as well as in-country government entities (primarily in low- and middle-income countries) to support essential health commodities’ procurement and implementation goals.
- Internally, this position coordinates procurement activities with the supply chain unit.
- Accountable for supervision and mentoring staff, providing functional oversight of the activities of all in-country personnel involved in procurement activities as well as directly supervising those in the headquarters procurement unit.

Additional Requirements.
- The successful candidate will have a Master’s degree in procurement, supply chain management, business management, systems engineering or a relevant field.
- The candidate should possess in-depth experience in all phases of the procurement process, including planning (requiring highly developed applied project management skills), tendering (leading strategic sourcing projects capturing benefits, work requirements, impacts, and cost savings and leading and directing contract negotiations for high-value and high-profile procurements), and execution (conducting high-level reviews of performance for high-value and high-profile procurements against agreed performance indicators).
- Expert-level finance planning, budgeting, and forecasting skills are essential and the successful candidate will have the capacity to provide guidance on financial analysis techniques such as cost/price and cost/volume.
- Knowledge of US Agency for International Development (USAID) Acquisition Regulations and Federal Acquisitions Regulations (FAR) is required as are strong negotiation skills at a senior level with global manufacturing companies.
- Additionally, with regards to people and team management, the candidate should have extensive experience supervising, mentoring, and building staff and other stakeholder capacity through transfer of skills, knowledge, and technology for improved and sustained performance as well as have the demonstrated ability to manage professional staff in a multicultural setting and across several disciplines.
- He or she should have demonstrated past experience using the dynamics of effective team work in order to attain higher levels of performance and ability to work as part of a tightly knit and competent group.
- He/she should possess a high level knowledge of procurement tools such as e-tendering and contract management systems.
- The candidate should also possess demonstrated ability to explore and resolve conflicts as they arise and to create an open environment that encourages people to work together to solve problems and improve practices and services.
- He/she adheres to a high level of professional ethical standards and acts in accordance to those in both successful and challenging times.
- Excellent communication skills are also important facet of this position, and the candidates should possess a superior ability to present complex subject material verbally and in writing, including experience preparing and delivering public presentations on project/program management, and supply chain management.
