GENERAL DESCRIPTION
BACKGROUND:
The mHealth Advisor will be located within the Global Health Bureau (GH) and report to the Director/Deputy of the Office of Health Systems, and look for strategic leadership to the Deputy Assistant Administrator. S/he will support integration of effective mobile technology solutions in USAID funded programs by leveraging existing efforts, building enhanced dialogue across the GHB with the Global Development Lab, and by leading programming practice.
The purpose of the appointment is to lead development of an overarching USAID mHealth approach for USAID GH programming. This will include promoting mHealth learning across the Agency; fostering partnerships that will accelerate the use of evidence-based mHealth approaches, and overseeing the ongoing integration of the principles and standards for mHealth.
The mHealth Advisor will lead USAID engagement on mHealth with relevant flagship GH projects.
ROLES AND RESPONSIBILITIES:
USAID’s mHealth approach: Lead the development of USAID’s mHealth approach (which may include overseeing a consultant team brought in to work on this with the GHB and other areas in the Agency).
Global mHealth opportunity development: advise relevant GH flagship projects on opportunities to leverage mobile technologies to help improve health outcomes in country programs; promote scale-up of existing proven mHealth interventions, and support countries to understand the potential of mHealth to achieve their health goals.
Corporate engagement: work with the private sector to help secure investments in mHealth (funding, and other resources) to achieve USAID’s global health goals.
Lead cross sector work: create and foster partnerships between the digital field and the health field (for example, government, pharmaceuticals, mobile network operators, NGOs, investors and others) to develop holistic mHealth models and sustainable solutions.
Promote open source training solutions: work with mPowering to promote ORB and open source approaches (both content and the technology architecture) as part of an integrated mHealth solution for effective training in resource-constrained settings.
Elevate the mHealth agenda across USAID and its programs to establish a common vision and institutional understanding on how to integrate mHealth approaches into programs; support the Global Health Bureau to position USAID as a world leader in mHealth solutions.
REQUIRED KNOWLEDGE, SKILLS, AND EXPERIENCE
Post graduate degree in relevant field with 15+ years in global health.
Significant experience leading strategy and development of mHealth programs in resource constrained settings, in collaboration with national/provincial governments.
Demonstrated experience in progressively responsible management and leadership positions.
Demonstrated understanding of application of mHealth in a developing country setting
Track record in successfully and effectively managing complex global programs with the ability to leverage strengths across the organization.
Ability to deliver against short deadlines and under intense pressure to perform
Demonstrated strong decision-making skills and results oriented approach.
Experience in building, partnering and maintaining excellent relationships with a variety of donor organizations, corporations, foundations and others.
An effective communicator with excellent English language, public speaking, written and verbal communication skills.
Demonstrated initiative and creativity in problem solving.
Proven ability to work as a highly effective team member, as well as able to work independently to high standards (including when deadlines are tight).
Aware of and sensitive to working in multiple social-economic settings and with multi-cultural groups in a developing country environment.
Experience supporting the implementation of USAID-funded projects is a plus.
Able and willing to travel independently to new environments in the US and international.
This position is based in DC, and relocation costs will not be covered.
US Citizenship or employment authorization and ability to obtain a SECRET level security clearance required.
